ارزيابي كارايي آموزش‌وپرورش با تأكيد بر تخصيص منابع: رويكرد كارايي برتر (موردپژوهي مناطق آموزش‌وپرورش خراسان شمالي)

Evaluating the efficiency of education with emphasis on allocation of resources: A super efficiency approach (Case study of North Khorāsān’s educational districts)

هدف اصلي اين تحقيق، ارزيابي كارايي مناطق نه گانه آموزش و پرورش استان خراسان شمالي در سال تحصيلي98-97 با بهره گيري از روش تحليل پوششي داده هاست. در اين روش، مجموعه اي از عملكردها و ويژگي هاي مناطق آموزشي به عنوان شاخص هاي ورودي و خروجي در نظر گرفته شده است و با توجه به ميزان اهميت و تاثيرگذاري شاخص ها در مجموع عملكرد، نسبت مجموع موزون خروجي ها بر مجموع موزون ورودي ها به عنوان ميزان كارايي مناطق محاسبه و ارزيابي شده است. براي ارزيابي كارايي مناطق 9 گانه آموزش و پرورش استان خراسان شمالي در اين پژوهش، داده هاي مربوط به معلمان، مدارس، دانش آموزان و نيروي انساني از اداره كل آموزش وپرورش استان خراسان شمالي، گردآوري شده و روش تحليل پوششي داده ها با بهره گيري از سه شاخص درونداد و دو شاخص برونداد به كارگرفته شده است. علاوه بر ارزيابي كارايي هر يك از مناطق، مجموعه هاي كارا، الگوهاي مرجع، نهاده ها و ستانده هاي مطلوب، واحدهاي ناكارا، نقاط ضعف و قوت هر يك از مناطق و وضعيت استفاده از منابع نيز مشخص شده است.

The main objective of this research was to evaluate the efficiency of North Khorāsān Province’s nine educational districts in the academic year of 2018-2019 using data envelopment analysis method. In this method, a set of functions and features of educational districts are considered as input and output indicators. And, given the importance and impact of the indicators on the total performance, the ratio of the weighted sum of the outputs to the weighted sum of the inputs has been calculated and evaluated as the criteria of the efficiency of the districts. To evaluate the efficiency of North Khorāsān province’s nine educational districts, data on teachers, schools, students and human resources from the general department of education of this Province have been collected. Data envelopment analysis method has been applied using three inputs and two output indicators. In addition to assessing the efficiency of each district, efficient collections, reference patterns, desirable inputs and outputs, inefficient units, strengths and weaknesses of each district, and the status of resource use have also been determined.
