Strategic Model of Defense Diplomacy of the Islamic Republic of Iran with Emphasis on Soft Power

اين مقاله، به منظور بررسي تأثير تدوين الگوي راهبردي ديپلماسي دفاعي بر ارتقاي قدرت نرم جمهوري اسلامي ايران نگارش شده است. اين تحقيق از نوع كاربردي - توسعه‌اي است و با غلبه رويكرد كيفي و روش موردي – زمنيه‌اي مي‌باشد. شامل دو بخش اسنادي و ميداني(مصاحبه باخبرگان) است. يافته هاي پژوهش نشان داد مدل‌سازي و ارائه الگو در ديپلماسي دفاعي، از ضرورت هاي راهبردي ج.ا.ايران محسوب مي‌شود. ديپلماسي دفاعي در ساختار راهبردي ج.ا.ايران از اين منظر اهميت دارد كه مي‌تواند سازوكار جديدي براي ايفاي نقش نهادهاي ديپلماتيك نظامي در راستاي ارتقاي قدرت نرم ج.ا.ايران فراهم آورد. اهميت ديپلماسي دفاعي تابعي از ضرورت هاي ايفاي نقش منطقه‌اي و بين‌المللي ج.ا. ايران محسوب مي‌شود. ديپلماسي دفاعي ج.ا.ايران بايد بتواند زمينه هاي لازم براي بسط قدرت نرم ج.ا.ايران را به وجود آورد. در چنين وضعيتي، ديپلماسي دفاعي بخشي از معادله قدرت در عرصه بين الملل محسوب مي‌شود. به هر ميزان قابليت قدرت نرم كشور براي مقابله با تهديدات افزايش يابد. نياز راهبردي براي بهره‌گيري از سازوكار متنوع توليد قدرت بيشتر مي‌گردد. رويكرد موسع به قدرت نرم مي‌تواند دامنه تهديدات را به زمينه‌هاي فرصت‌ساز تبديل كند كه نتيجه آن در حوزه تعاملات با واحدهاي سياسي اعتمادسازي بيشتر است. در اين جهت ديپلماسي سياسي با درهم آميختن ديپلماسي و دفاع در روندي نظام‌مند به ابزاري اثربخش تبديل مي ­شود كه با بكارگيري و توليد قدرت نرم تلاش مي‌كند تا از طريق تعامل ملي با ساير واحدهاي نظام بين­الملل، هدف راهبردي جمهوري اسلامي در پيشگيري و مقابله با تهديدات مخرب محقق كند. به همين دليل بازدارندگي به عنوان اصلي‌ترين ملاحظه در تأييد حدود عملكرد ديپلماسي دفاعي مورد توجه قرار مي‌گيرد.

The purpose of this essay is to examine the impact of building a strategic model of defense diplomacy on enhancing the Islamic Republic of Iran's soft power. This study is applied-developmental in nature, with a strong emphasis on qualitative approaches and case studies. It is divided into two sections: documentary and field (interview with experts). The findings indicated that modeling and modeling in defense diplomacy are two of the Islamic Republic of Iran's strategic imperatives. Defense diplomacy is critical to the Islamic Republic of Iran's strategic framework because it may give a new method for military diplomatic institutions to enhance the Islamic Republic's soft power. The relevance of defense diplomacy stems from the Islamic Republic of Iran's desire to play a regional and worldwide role. The Islamic Republic of Iran's defense diplomacy must be capable of laying the groundwork for the growth of the Islamic Republic's soft power. Defense diplomacy becomes an integral aspect of the equation of power in the international arena in such a circumstance. As the country's soft power capabilities for countering threats grows, the strategic need to use varied power generating mechanisms grows. A more expansive view of soft power may transform dangers into possibilities, leading in increased trust in interactions with political units. In this light, political diplomacy, by systematically merging diplomacy and defense, becomes an effective weapon for using and producing soft power in order to accomplish a strategic objective via national engagement with other units of the international system. Contribute to the Islamic Republic's prevention and counter-offensive against damaging threats. As a result, deterrence is seen as the primary factor in establishing the boundaries of defense diplomacy's role.
