چكيده فارسي :
قاره قطب جنوب به دليل اهميت آن در تاثير بر روي اقليم زمين، منابع بالقوه عظيم و موقعيت منحصر به فرد و محيط زيست بكر آن، در دهه هاي اخير به كانون توجه جهانيان تبديل شده است. از اين رو همه كشورها به دنبال عزيمت به اين منطقه هستند تا از مزيت هاي بي شمار آن بي بهره نمانند. معاهده جنوبگان در سال 1959 به تصويب اعضا رسيد. در سال 2014 عضويت ايران در كميته علمي تحقيقات جنوبگان به تصويب اعضا رسيد و پس از آن ايران به صورت رسمي برنامه خود را براي ايجاد يك ايستگاه دايمي در جنوبگان اعلام نمود. تجربه بسياري از كشورهاي حاضر در قاره قطب جنوب نشان مي دهد كه نيروي دريايي آن ها نقش بسيار مهمي در اعزام و استقرار در اين منطقه داشته است و حتي در برخي از اين كشورها همچنان نيروي دريايي متولي اداره امورات جنوبگان آن هاست.در همين راستا پژوهش حاضر با هدف تبيين الزامات اوليه و اولويت هاي اعزام ناوگروه نداجا به قاره قطب جنوب انجام گرديد. تحقيق حاضر از نظر هدف كاربردي - توسعه اي و از منظر نوع و روش جمع آوري داده ها از نوع تحقيقات كيفي مي باشد. جامعه آماري پژوهش كليه اسناد، مدارك، مقالات و كتب معتبر در حوزه موضوع تحقيق مي باشد. با استفاده از روش نمونه گيري دردسترس تلاش شد تا كليه اسناد، مدارك و مقالاتي كه امكان دسترسي به آن ها وجود دارد به صورت تمام شمار مورد مطالعه و بررسي قرار گيرد.نتايج حاكي از آن است كه الزامات اوليه اعزام ناوگروه نداجا به قطب جنوب در چهار طبقه اصلي دانش حقوقي جنوبگان، تجهيزات و امكانات، آموزش و ديپلماسي و تامين بودجه قرار مي گيرد. يافته ها نشان مي دهد مولفه آموزش خود شامل چهار عامل ايجاد كميته آموزش تخصصي، آگاهي بخشي عمومي، تربيت نيروي انساني متخصص و مطالعه در خصوص توليد انرژي پاك مي باشد كه نشان از اهميت امر آموزش در اين ماموريت راهبردي دارد.

Antarctica has become the focus of global attention in recent decades due to its importance in influencing the Earth's climate, enormous potential resources, and unique location and pristine environment. Therefore, all countries are looking to go to this region so as not to miss out on its countless advantages. The Antarctic Treaty was ratified by the members in 1959. In 2014, Iran's membership in the Antarctic Scientific Research Committee was approved by the members, after which Iran formally announced its plan to establish a permanent station in the Antarctic. The experience of many countries in Antarctica shows that their navies have played a very important role in sending and deploying in the region, and even in some of these countries the navy is still in charge of managing their Antarctic affairs. In this regard, this study was conducted with the aim of Explaining the primary requirements for sending the Strategic Iran Naval Fleet to Antarctica with emphasis on education. In terms of aim, this research is an applied-developmental and a qualitative research in terms of the type and method of data collection. The statistical population of the research is all valid documents, articles and books in the field of research. Using the available sampling method, an attempt was made to study all the documents and articles that can be accessed in full.The results indicate that the primary requirements for sending the Iran Navy fleet to Antarctica fall into the four main categories of Antarctic legal knowledge, equipment and facilities, training and diplomacy, and funding. Findings show that the component of education includes the four factors of creating a specialized education committee, public awareness, training of specialized manpower and the study of clean energy production, which shows the importance of education in this strategic mission.
