رشاء و ارتشاء به معني رشوه دادن و رشوه گرفتن، از جمله جرايم عمدي است و در تقسيم بندي جرايم از حيث موضوع تأثير رفتار مجرمانه، در زمره جرايم عليه امنيت و آسايش عمومي قرار دارد و در اين ميان يكي از وظايف اصلي پليس مبارزه با جرم وحفظ امنيت و آسايش جامعه مي­باشد كه با آلوده شدن پليس به جرم ارتشاء بخصوص دريگان هاي اجرايي كه ويترين ناجا محسوب مي شوند و قالب مردم ناجا را با يگان هاي اجرايي مي بينند و قضاوت مي نمايند، مي­تواند به مراتب آثار مخربتري در بين مردم داشته باشد در مقاله حاضر سعي شده است عوامل فردي، سازماني و برون سازماني كه موجب گرايش كاركنان ناجا به ارتكاب جرم مي­شود مورد بررسي قرار گيرد و متناسب با آن پيشنهادهاي لازم ارائه شود كه با توجه به آسيب پذيري رشوه در بين كاركنان ناجا مي توان از وقوع جرم به طرز چشمگيري پيشگيري نمود.
