چكيده فارسي :
در قرآن كريم، آيات زيادي بر امر به معروف و نهي از منكر دلالت دارند، بعضي از اين آيات به طور صريح و آمرانه و بعضي به طور غيرمستقيم و ارشادگرايانه به رواج اين دو آموزه‌ي ديني مي‌پردازند. فريضۀ امر به معروف و نهي از منكر، به عنوان يكي از اصلي‌ترين بنيادهاي فروعات ديني اسلام در گستره وسيعي از آموزه‌هاي متون مقدس قرآن و حديث به روشني مورد تأكيد قرار گرفته و اجراي آن ضامن حيات و بالندگي جامعه اسلامي و ترك آن نافي هويت انساني و حيات حقيقي بشريت و عامل سقوط و انحطاط اخلاقي- اجتماعي مسلمين قلمداد شده است. پليس براي تأمين اهداف و انجام بهتر مأموريت‌هاي خود در تأمين امنيت و برقراري نظم، با توجه به شرايط پيچيدة محيط، ناگزير به بازبيني شناخت خود از فضاي اجتماعي و رواني مردم و انتظارات آنها از نيروي پليس است تا نيرو و سازماني كارآمدتر به وجود آورد. براي سازماني همانند پليس، رضايتمندي از پليس اهميت زيادي دارد، زيرا از يك طرف ذهنيت و نگرش مطلوب افراد نسبت به پليس به مشروعيت سازمان و اقدامات ناجا منجر ميشود و از طرف ديگر، جلب حمايت هاي مردمي، جذب منابع براي پليس را امكانپذير مي كند. در سال هاي اخير نظريۀ به كارگيري و نقش آفريني پليس ناجا در هرچه بهتر اجرا شدن فريضۀ امربه‌معروف و نهي از منكر، موافقان و مخالفان اين طرح را به همراه داشته است. از اين‌رو مقاله حاضر مي‌كوشد با روش توصيفي از يك‌سو با نگاهي دوباره، منزلت و كاركردهاي بي‌بديل فريضۀ امر به معروف و نهي از منكر را بازخواني و بازگويي نموده وا ز سوي ديگر، با تبيين ظرفيت ها، توانمندي ها و امتيازات منحصر به فرد پليس و ارائه راهبردها و راهكارهاي علمي مبتني بر مباني عقلي و ديني، بر اهميت و ضرورت نقش آفريني اثربخش ناجا در اجراي فريضه امر به معروف و نهي از منكر تأكيد ورزد.

In the Holy Quran, many verses indicate enjoining the good and forbidding the evil, some of these verses explicitly and commandingly and some indirectly and instructively propagate these two religious teachings. The duty of enjoining the good and forbidding the evil, as one of the main foundations of the religious subdivisions of Islam in a wide range of teachings of the holy texts of the Qur'an and Hadith, is clearly emphasized and its implementation guarantees the life and growth of Islamic society and abandons its denial of human identity. The real life of humanity and the cause of the moral decline and social decline of Muslims has been considered. In order to achieve their goals and better fulfill their missions in ensuring security and maintaining order, the police, due to the complex environmental conditions, have to review their knowledge of the social and psychological environment of the people and their expectations of the police to create a more efficient force and organization. For an organization like the police, police satisfaction is very important, because on the one hand, the favorable mentality and attitude of individuals towards the police leads to the legitimacy of the organization and the actions of the NAJA, and on the other hand, gaining public support makes it possible to attract resources for the police. . In recent years, the theory of the use and role of the NAJA police in the better implementation of the duty of the well-known and the prohibition of denial has led to the pros and cons of this plan. Therefore, the present article tries to re-read and recount the status and irreplaceable functions of the duty of enjoining what is good and forbidding what is evil by descriptively, on the one hand, and by explaining the unique capacities, capabilities and privileges of the police and Presenting scientific strategies and solutions based on rational and religious principles, emphasize the importance and necessity of playing an effective role in the implementation of the duty of enjoining the good and forbidding the evil.
