The Model of Defense Policy of the Islamic Republic of Iran in the Thought of the Supreme Leader and Commander-in-Chief of the Armed Forces

سياست دفاعي هر كشوري يكي از پايه­ هاي نرم ­افزاري دفاع تلقي مي­شود كه تأثير به سزايي در استفاده بهينۀ دولت­ها از ظرفيت­هايشان به‌منظور رفع يا دفع تهديدهاي امنيتي دارد. همچنين، تبيين فرآيندهاي مربوط به سياست‌گذاري حوزه‌هاي راهبردي، تابعي از دوران تاريخي و تحولات جاري است كه صبغه منطقه‌اي و جهاني يافته‌اند. كشور جمهوري اسلامي ايران نيز به دليل تنوع در محيط­هاي امنيتي ­اش با تهديدهاي گوناگون داخلي و خارجي مواجه است؛ ازاين‌رو كيفيت و ماهيت سياست دفاعي بر ضريب امنيتي كشور، تأثير به سزايي دارد. ازآنجايي‌كه ديدگاه عالي­ترين مقام كشور، به‌عنوان يكي از منابع و خاستگاه­ هاي سياست ­دفاعي به شمارش مي ­رود، بنابراين نگارنده در اين مقاله كه با روش تحليلي– توصيفي تدوين‌يافته، درصدد بررسي سياست­ دفاعي جمهوري اسلامي ايران از ديدگاه مقام معظم رهبري و فرماندهي معظم كل قوا (مدظله‌العالي) برآمده است. يافته ­هاي تحقيق نشان مي­دهد كه در انديشۀ سياست دفاعي معظم له، كيفيت­ ها بر كميت­ ها ارجحيت دارد؛ به‌عبارت‌ديگر، در نظام فكري ايشان نيروهاي باكيفيت، محور قرار دارند.

Every country's defense policy is considered to be one of the foundations of defense software, which has a great impact on the optimal use of governments' capacity to eliminate or repel security threats. The explanation of the processes related to the policy-making of strategic areas is also a function of the historical period and current developments that have become regional and global. Islamic Republic of Iran also faces various internal and external threats due to its diversity in security environments; therefore, the quality and nature of defense policy has a significant impact on the country's security factor. Since the view of the highest official of the country is considered as one of the sources and origins of defense policy, so the author of this article, which is compiled by analytical-descriptive method, seeks to examine the defense policy of the republic "Islamic" Iran has emerged from the perspective of the Supreme Leader and the Supreme Commander of the Armed Forces. Research findings show that in His Holiness's defense policy thinking, qualities take precedence over committees. In other words, in their intellectual system, quality forces are central.
