واكاوي چارچوبي براي توسعه فرآيند آموزش و تربيت كاركنان پليس بر اساس تجارب كشورهاي موفق

Exploring a Framework for Developing the Process of Training and Education Police Officers Based on the Experiences of Successful Countries

لازمه رشد و توسعه كشور، آموزش و تربيت نيروي انساني توانمند و كارآمد مي‌باشد. ضرورت آموزش‌ها و سرمايه‌گذاري بر آن در تمامي سازمان‌ها به‌ويژه نيروي انتظامي در جايگاه مهم‌ترين نهاد تأمين كننده نظم و امنيت ملي اهميت بسزايي مي‌يابد. در پژوهش حاضر ضمن بررسي فرآيند ياددهي ـ يادگيري نظام آموزشي سازمان پليس در كشورهاي پيشرو و موفق در اين حوزه (انگلستان، آمريكا، كانادا، فرانسه، آلمان، سوئيس و ژاپن)، تلاش شد به واكاوي چارچوبي براي بهبود فرآيند آموزش و تربيت كاركنان سازمان مبتني بر فرايند آموزش و تربيت پليس در كشورهاي مذكور ارائه گردد. لذا اين پژوهش از حيث هدف، كاربردي و به لحاظ روش، مطالعه موردي كيفي بود. روش جمع‌آوري داده‌هاي كيفي شامل مطالعه‌ي اسناد و مباني نظري مرتبط با موضوع پژوهش بود. با استفاده از روش تحليل مضمون، كدها و مضامين استخراج گرديد و شبكه مضامين مربوط به فرايند آموزش و تربيت پليس ترسيم شد. نتيجه بخش كيفي پژوهش نشان داد، كه توسعه‌ي فايند آموزش و تربيت پليس (مضمون فراگير) مشتمل بر 53 مضمون پايه و 17 مضمون سازمان‌دهنده سطح اول و 4 مضمون سازمان‌دهنده‌ي سطح دوم مي-باشد. بر اين اساس و با نگاه به نظام آموزشي كشورهاي منتخب، توسعه فرايند آموزش و تربيت پليس به مثابه يك اقدام مديريتي با رويكردي نظام‌گرا تلقي مي‌شود كه اجراي آن منوط به ايجاد تغيير و تعامل ميان همه سطوح و لايه‌هاي سازماني يعني سطوح فردي، گروهي، سازماني و محيطي مي‌باشد

The growth and development of the country requires the training and education of capable and efficient human resources. The necessity of education and investment in it in all organizations, especially the police force in the position of the most important institution providing national order and security is very important. In this study, while examining the teaching-learning process of the police system of leading and successful countries in this field (UK, USA, Canada, France, Germany, Switzerland and Japan), an attempt was made to provide a framework for improving the training and education process of the organization's staff based on the police training and education process in the mentioned countries. The present study in terms of purpose was practical and methodologically, qualitative case study was used. The method of collecting qualitative data included the study of documents and theoretical literature review related to the research topic. Using content analysis method, codes and themes were extracted and a network of themes related to the police training and education process was drawn. The result of the qualitative part of the research showed that the development of police education training (inclusive theme) includes 53 basic themes, 17 first level organizing themes and 4 second level organizing themes. Accordingly, looking at the education system of selected countries, the development of police training and education process is considered as a management action with a systematic approach, the implementation of which is subject to change and interaction between all levels and layers of the organization
