چكيده فارسي :
فرمايشهاي مقام معظم رهبري(مدظله العالي) در بيانيهي گام دوم انقلاب، حاوي دو راهبرد اساسي شامل «نشاط و اميد به آينده» و «تكيه بر نيروي جوان» است. از طرفي براي رسيدن به پليس در تراز انقلاب اسلامي مد نظر معظمٌ له به مؤلفههايي نيازمنديم كه يكي از آنها هوشمندسازي است. هوشمندسازي، تأمين امنيت، تحكيم نظم و اجراي قانون و عدالت، از مهمترين اركان ثبات و سلامت نظام اجتماعي و سياسي است. پليس با الهام از فرمايشهاي مقام معظم رهبري(مدظله العالي) كه مي‌فرمايند: «مردم ميخواهند ناجا قوي و مقتدر باشد؛ هوشمند و پيچيده باشد؛ سالم و امين باشد» طرح هوشمندسازي را در دستور كار قرار داده است كه علاوه بر افزايش سرعت و كيفيت خدمترساني، در ارتقاي رضايتمندي مردم بسيار تأثيرگذار خواهد بود.
در اين مقاله روش تحقيق با توجه به ماهيت موضوع و اهداف از نوع مطالعهي اسنادي و به روش مصاحبه، تحليلي- توصيفي و پاسخ به سؤالات و استفاده از بيانات مقام معظم رهبري(مد ظله العالي)، تدابير فرمانده و جانشين محترم ناجا در حوزهي هوشمندسازي پليس ميباشد. جامعهي آماري پژوهش حاضر شامل: فرماندهان، معاونان و كارشناسان خبرهي ناجا ميباشد.
نتايج پژوهش نشان ميدهد يكي از مؤلفهها و اولويتهاي مهم ناجا در برقراري نظم و امنيت، رضايتمندي شهروندان است كه با توسعه و ارتقاي تجهيزات الكترونيكي و برداشتن گامهاي عملي در جهت هوشمندسازي پليس در پرتو ايمان، تخصص و جوانگرايي، هوشمندي و مديريت، تقويت روحيهي پژوهش محوري، استفاده از نخبگان، بوميسازي فناوري‌ها و فرايندها و استفاده از ايدههاي نو كه از شاخصههاي پليس كشور است، ميتوان به اين مهم دست يافت. جامعهي امروز نيازمند پليسي هوشمند، متخصص و مقتدر است و سازمانها و نهادهاي دانش بنيان و اقشار تحصيل كرده كه از سرمايههاي اصلي جامعه هستند ميتوانند مهمترين نقش را در ايدهپردازي و هوشمندسازي پليس داشته باشند.

Background and Aim: The orders of the Supreme Leader in the statement of the second step of the revolution contain two basic strategies, including vitality and hope for the future and relying on the youth. On the other hand, in order to help the police reach to the level of the Islamic Revolution, we need components, one of which is intelligence. Intelligence, security, strengthening law and order and justice are among the most important pillars of stability and health of the social and political system. Inspired by the Supreme Leader's orders: People want NAJA to be strong and powerful; Be smart and sophisticated, be healthy and trustworthy.
Research Method: using the statements of the Supreme Leader, the measures of the Commander and Deputy Commander of the NAJA in It is the field of police intelligence and according to the nature of the subject and objectives of the documentary study, the method of the research study was chosen to be interviews, descriptive analysis and answering questions. The statistical population of the present study includes commanders, deputies and NAJA experts.
The results show that one of the significant components and priorities of NAJA in establishing order and security is the satisfaction of citizens by developing and upgrading electronic equipment and taking practical steps is to make the police smarter in the light of faith, expertise and youthfulness, intelligence and Management, strengthening the spirit of research-oriented, using elites, localization of technologies and processes and the use of new ideas that are the characteristics of the country's police. Today's society needs intelligent, specialized and powerful police, and knowledge-based organizations and institutions and educated classes, which are the main assets of society and can play the most important role in ideation and intelligence of the police.
