واكاوي آثار علمي منتشر شده در حوزه‌ي اقتصاد مرزي، نظم و امنيتِ فرماندهي انتظامي استان كردستان با رويكرد فراتحليلِ كيفي

Analysis of Published Scientific Works in the Field of Border Economy, Order and Security of the Disciplinary Command of Kurdistan Province with a Qualitative Meta-analysis Approach

پژوهش حاضر سعي در تبيين اين مسأله را دارد كه تحقيقاتي كه در حوزه «اقتصاد مرزي، نظم و امنيت» توسط «دفتر تحقيقات كاربردي فرماندهي انتظامي استان كردستان» انجام شده است، داراي چه نقاط قوّت و ضعفي هستند؟ و آيا سازمان مذكور توانسته است اقتصاد مرزي، ابعاد و مؤلفه ­هاي آن را به طور دقيق و به درستي مورد بررسي قرار دهد؟ بدين منظور چارچوب مفهومي پژوهش بر اساس نظريه ­ها و مفاهيم اقتصاد مرزي، مؤلفه­ ها، عوامل و پيامدهاي آن تدوين گرديده است. جهت گردآوري و تحليل داده­ها از روش فراتحليل و تكنيك مرور سيستماتيك بهره گرفته شد. جامعه مورد مطالعه عبارت است از همه آثار علمي ­اي كه در حوزه اقتصاد مرزي توسط «دفتر تحقيقات كاربردي فرماندهي انتظامي استان كردستان» انجام شده­ اند. نتايج تحقيق حاكي از آن است كه آثار مذكور داراي نقاط قوّت و خلا­ءهاي علمي است. به طوري كه مهم­ترين نقاط قوّت آثار تأليفي عبارتند از: انسجام قابل مشاهده­ علي ­رغم تنوع آثار، توجه به اقتصاد مرزي بومي و جهاني، تنوع نظريه­ هاي حوزه اقتصاد مرزي و توجه به فرصت­ ها، تهديدها يا پتانسيل ­ها و چالش ­هاي اقتصاد مرزي؛ در آثار پژوهشي مهم­ترين نقاط قوّت عبارتند از: تنوع موضوعي، پوشش فراگير نواحي مرزي، تنوع جوامع آماري تحقيق، انطباق مسأله پژوهشي با روش تحقيق و توجه به اقتصاد مرزي بومي و جهاني. در زمينه خلاءهاي تحقيق نيز نتايج بيانگر آن است كه مهم­ترين خلاءهاي علمي در آثار تأليفي عبارتند از: فقدان وضوح تعريف اقتصاد مرزي و تشريح جامع مؤلفه ­ها و ابعاد آن، عدم توجه كافي به مؤلفه­ هاي فعاليت­ هاي توليدي، توزيعي و خدماتي در حوزه ­هاي كشاورزي، صنعتي، گردشگري و بخش مصرف، ضعف بررسي عوامل مؤثر بر اقتصاد مرزي و پيامدهاي اقتصاد مرزي در زمينه­ هاي مختلف ضعف بررسي. در آثار پژوهشي نيز اين خلاءها عبارتند از: فقدان بررسي جامع مؤلفه­ ها و ابعاد اقتصاد مرزي، عدم توجه يكسان به نواحي مرزي، ضعف بررسي عوامل مؤثر بر اقتصاد مرزي در زمينه­ هاي مختلف، ضعف بررسي پيامدهاي اقتصاد مرزي در زمينه ­هاي مختلف، عدم استفاده صحيح از چارچوب نظري، غلبه رويكرد پوزيتيويستي (اثبات­ گرايانه) و روش پيمايشي بر رويكرد كيفي و تركيبي و روش ­هاي آن­ها، و ضعف بهره ­گيري از محققان متخصص.

The present study tries to explain what are the strengths and weaknesses of the research conducted in the field of "Border Economy, Order and Security" by the "Applied Research Office of the Disciplinary Command of Kurdistan Province"? an‎d has the organization been able to study the border economy, its dimensions and components accurately and correctly? For this purpose, the conceptual framework of the research has been developed based on the theories and concepts of border economics, its components, factors and consequences. For data collection and analysis, meta-analysis method and systematic review technique were used. The study population includes all scientific works in the field of border economics by the "Applied Research Office of the Disciplinary Command of Kurdistan Province". The results of the research indicate that the mentioned works have scientific strengths and gaps. . So that the most important strengths of authorial works are: observable coherence despite the diversity of works, attention to local and global border economics, diversity of theories in the field of border economics and attention to opportunities, threats or potentials an‎d the challenges of cross-border economics; The most important strengths in research works are: thematic diversity, comprehensive coverage of border areas, diversity of research statistical communities, adaptation of the research problem to the research method and attention to local and global border economics. In the field of research gaps, the results indicate that the most important scientific gaps in the authorial works are: lack of clarity in defining the border economy and comprehensive description of its components and dimensions, lack of sufficient attention to the components of production, distribution and Services in the fields of agriculture, industry, tourism and the consumer sector, the weakness of the study of the factors affecting the border economy and the consequences of the border economy in various fields. In research works, these gaps are: lack of comprehensive study of the components and dimensions of the border economy, lack of equal attention to border areas, weakness of the study of factors affecting the border economy in different fields, weakness of the study of the consequences of border economy in different fields , Lack of proper use of the theoretical framework, the dominance of the positivist approach and the survey method over the qualitative and compositional approach and their methods, and the weakness of using expert researchers.
