The role of the trusted police council in preventing violent crimes(Case Study: Trustees of Gorgan)

رؤﺳﺎي ﮐﻼﻧﺘﺮيﻫﺎ ﺑﺎ اﺳﺘﻔﺎده از ﻣﺸﺎرﮐﺖ اﻓﺮاد)اﻋﻀﺎي ﺷﻮراي ﻣﻌﺘﻤﺪ( و اﺳﺘﻔﺎده از ﻧﻘﻄﻪ ﻧﻈﺮات آنﻫﺎ، در ﭘﯿﺸﮕﯿﺮي از ﺟﺮاﯾﻢ ﺧﺸﻦ ﻣﺤﺪودهي اﺳﺘﺤﻔﺎﻇﯽ وﻗﻮف ﯾﺎﻓﺘﻪ و ﺑﺎ ﺳﻬﯿﻢ ﻧﻤﻮدن ﻣﺮدم در اﻣﻨﯿﺖ، ﻣﯽﺗﻮاﻧﻨﺪ ﺑﯿﺶ از ﭘﯿﺶ در ﺑﺮﻗﺮاري ﻧﻈﻢ و ﺣﻔﻆ اﻣﻨﯿﺖ ﻣﻮﻓﻖ ﺑﺎﺷﻨﺪ. در ﻣﯿﺎن آﺳﯿﺐﻫﺎي اﺟﺘﻤﺎﻋﯽ، ﺟﺮاﯾﻢ ﺧﺸﻦ اﮔﺮ ﭼﻪ از ﻧﻈﺮ ﮐﻤﯽ، درﺻﺪ ﮐﻢﺗﺮي را ﺑﻪ ﺧﻮد اﺧﺘﺼﺎص داده اﺳﺖ، اﻣﺎ ﺑﻪ دﻟﯿﻞ ﺑﺮﺟﺎي ﮔﺬاﺷﺘﻦ ﻫﺰﯾﻨﻪﻫﺎي روﺣﯽ و رواﻧﯽ، اﺟﺘﻤﺎﻋﯽ و اﻗﺘﺼﺎدي ﺳﻨﮕﯿﻦ و ﻃﻮﻻﻧﯽ ﻣﺪت و ﺑﻪ دﻟﯿﻞ ﺑﻪ ﺧﻄﺮ اﻧﺪاﺧﺘﻦ اﻣﻨﯿﺖ اﺟﺘﻤﺎﻋﯽ ﺑﺎاﻫﻤﯿﺖ اﺳﺖ. ﻫﺪف اﯾﻦ ﺗﺤﻘﯿﻖ ﻧﻘﺶ ﺷﻮراي ﻣﻌﺘﻤﺪ ﭘﻠﯿﺲ در ﭘﯿﺸﮕﯿﺮي از ﺟﺮاﯾﻢ ﺧﺸﻦ)ﻣﻄﺎﻟﻌﻪي ﻣﻮردي: ﻣﻌﺘﻤﺪﯾﻦ ﺷﻬﺮ ﮔﺮﮔﺎن( ﻣﯽﺑﺎﺷﺪ و ﻧﯿﺰ روش اﺻﻠﯽ اﯾﻦ ﺗﺤﻘﯿﻖ از ﻧﻮع ﺗﻮﺻﯿﻔﯽ- ﺗﺤﻠﯿﻠﯽ و ﻣﺒﺘﻨﯽ ﺑﺮ روش ﻣﻄﺎﻟﻌﺎت ﮐﺘﺎﺑﺨﺎﻧﻪاي اﺳﺖ ﮐﻪ در ﮔﺮدآوري و ﺗﺪوﯾﻦ اﻃﻼﻋﺎت از ﮐﺘﺎبﻫﺎي ﻣﺨﺘﻠ و ﻣﻘﺎﻻت ﺗﺨﺼﺼﯽ ﺑﻬﺮه ﮔﺮﻓﺘﻪ و ﭘﺲ از ﻣﻄﺎﻟﻌﻪ در ﺗﺤﻠﯿﻞ اﻃﻼﻋﺎت در ﻧﻈﺮ ﮔﺮﻓﺘﻪ ﺷﺪه اﺳﺖ. ﯾﺎﻓﺘﻪﻫﺎي اﯾﻦ ﭘﮋوﻫﺶ ﻧﺸﺎن ﻣﯽدﻫﺪ رؤﺳﺎي ﮐﻼﻧﺘﺮي ﻫﺎ ﺑﺎ اﺳﺘﻔﺎده از ﻇﺮﻓﯿﺖ ﻣﺸﺎرﮐﺖ ﻣﻌﺘﻤﺪﯾﻦ)ﻣﺮدم( ﻣﯽ ﺗﻮاﻧﻨﺪ ﻣﻨﺠﺮ ﺑﻪ ﭘﯿﺸﮕﯿﺮي از ﺟﺮاﯾﻢ ﺧﺸﻦ در ﺷﻬﺮ ﮔﺮﮔﺎن ﺷﺪه و در ﻣﺠﻤﻮع ﻧﯿﺰ ﻣﯽﺗﻮان ﮔﻔﺖ ﺟﻠﺐ اﻋﺘﻤﺎد ﻣﺮدم و ﻣﺸﺎرﮐﺖ ﻣﺮدﻣﯽ در ﺗﺄﻣﯿﻦ و ﺣﻔﻆ اﻣﻨﯿﺖ ﻣﻬﻢ ترين دﺳﺘﺎورد ﻧﯿﺮوي اﻧﺘﻈﺎﻣﯽ اﺳﺖ.

Using the participation of individuals (members of the trusted council) and their points of view, the heads of police stations are aware of the protection of violent crimes in their jurisdiction, also by involving people in security, they can succeed more and more in stablishing law and order. Among the social harms, violent crimes, although quantitatively, have a lower percentage, but because of the heavy and long-term psychological, social and economic costs and because of the risk, decrease in social security is of high importance. The purpose of this study is investigating the role of the trusted police council in the prevention of violent crimes (Case study: Trustees of Gorgan) and also the main method of this research is descriptive-analytical and based on the method of library studies in compiling and compiling the information. The findings of this study show that the heads of police stations can use the participation capacity of trustees figures in order to prevent the occurrence of violent crimes in the city of Gorgan. In general, it can be said that gaining the trust of people and public participation in providing and maintaining security is considered the most important achievement by the police force.
