چكيده فارسي :
جرائــم مالــي كاركنــان ناجا از درجه اهميت بااليي در ســاختار نظم بخشــي نيروهاي مســلح و نظم اجتماعي برخوردار اســت. پليس و ديگر سازمان هاي دولتي در تمام كشورها با پديده جرائم مالي رو به روهســتند. هدف اين پژوهش مطالعه عوامل زمينه اي مؤثر بر ارتكاب جرائم مالي توســط كاركنان ناجا و ارائه راهكارهاي مديريتي اســت. روش اين تحقيق از نوع كيفي با اســتفاده از اســتراتژي تحليل محتواي كيفي اســتفاده بوده است. نمونه آماري اين تحقيق شــامل 41 مورد تحقيقاتي بوده است كه در ناجا در خصوص جرائم مالي كاركنان انجام شــده اســت. روش نمونه گيري از نوع نمونه گيري هدفمند ميباشــد. يافته هاي اين تحقيق نشــان مي دهد كه مهمترين عوامل مؤثر بر ارتكاب جرائم مالي توســط كاركنان ناجا عبارتند از:پايين بودن حقوق و مزايا، ضعف نظارت، مشكلات اقتصادي جامعه، نارسايي قوانين، عدم رضايت شغلي،افزايش زحمت ارتكاب جرم، افزايش خطرات قبل پيش بيني، كاهش منافع قابل پيش بيني، كاهش تحريك، حذف بهانه، عدم امنيت شغلي. نتايج اين تحقيق نشان ميدهد كه تأكيد بر راهكارهاي اقتصادي، سازماني و فردي ميتواند در كنترل جرائم مالي كاركنان مؤثر واقع شود و توجه و تمركز بر عوامل اقتصادي مي تواند تا حدود زيادي از گسترش اين نوع از جرائم بكاهد.

Abstract
The financial crimes of the police staff are of great importance in the disciplinary structure of the Armed Forces and social order. Police and other government agencies face financial crime in all countries. The purpose of this study is to study the underlying factors affecting the commission of financial crimes by police staff and providing of management solutions.The statistical sample of this study included 25 police elites who were selected using purposive sampling method. The method of data collection is in-depth interview and the method of data analysis is qualitative content analysis. The results of this study show that the most important factors affecting the commission of financial crimes by police employees are: low salaries and benefits, poor oversight, economic problems of the community, inadequacy of laws, job dissatisfaction, increased effort to commit crime, increased risks , Reducing predictable benefits, reducing incitement, eliminating excuses, job insecurity, etc. The most important solutions proposed in this study can be considered in the form of economic factors, organizational factors and individual factors, respectively

Background and Aim: The financial crimes of NAJA employees are of great importance in the regulatory structure of the Armed Forces and social order. Police and other government agencies face financial crime in all countries. The purpose of this study is to study the underlying factors affecting the commission of financial crimes by NAJA staff and to provide management solutions.
Methodology: The method of this research was qualitative using a qualitative content analysis strategy. The statistical sample of this research includes 41 cases of research that have been done in NAJA regarding employees' financial crimes. The sampling method is purposive sampling.
Findings: The findings of this study show that the most important factors affecting the commission of financial crimes by NAJA employees are: low salaries and benefits, poor supervision, economic problems of the society, inadequacy of laws, job dissatisfaction, increased effort to commit crime, increase Predictable risks, reduced predictable benefits, reduced incitement, excuse elimination, job insecurity.
Results: The results of this study show that the emphasis on economic, organizational and individual strategies can be effective in controlling employees' financial crimes and attention and focus on economic factors can greatly reduce the spread of this type of crime.
