چكيده فارسي :
تربيت نيروي انتظامي و پليس ضروري ترين نياز هر حكومت است. گرچه تمام حكومت ها در مورد ويژگي هاي مهارتي پليس، اتفاق نظر دارند؛ اما بر اساس جهان بيني، انسان شناسي، شرايط كشور، آرمان ها، آراي انديشمندان و سياست هاي حاكم برحكومت در مورد ويژگي هاي پليس خوب توافق ندارند. بنابراين گرچه توجه به ديدگاه هاي ديگران در پژوهشي علمي سودمند است، ليكن براي كاربردي بودن آنها بايد شرايط كشور و آراي انديشمندان داخلي و نگاهي بومي را مورد توجه قرار داد. در پژوهش حاضر بر مبناي اين تفكر، ديدگاه يكي از متفكران مسلمان ايراني يعني حضرت آيت الله خامنه اي درباره ي ويژگي هاي پليس تراز جمهوري اسلامي ( كه بسيار تحت تأثير وضعيت بومي كشور است ) مورد بررسي قرار گرفت. براي اين كار از روش كيفي و ابزار تحليل محتوا استفاده گرديد. در فرايند پژوهش به همه سخنان مقام معظم رهبري از آغاز ولايت يعني سال 1368 تا كنون مراجعه شد و ويژگي هي پليس،ا استخراج و دسته بندي شد و در نهايت، نتايج به تأييد 30 نفر از نخبگان نظامي و امنيتي كشور رسيد. بر اساس نتايج بررسي، آموزش مناسب جهت تقويت جهان بيني و كسب مهارت هاي ضروري پليس جهت سالم سازي دروني و بيروني اين نهاد انقلابي براي كسب ويژگي هاي اخلاقي و مهارتي شاخص نظام جمهوري اسلامي را مي توانيم وجه امتياز نظرگاه معظمله از ساير مكتوبات اخلاق پليس دانست.

Training the police and the police is the most urgent need of any government. Although all governments agree on the skill characteristics of the police; But on the basis of worldview, anthropology, country conditions, ideals, thinkers' opinions, and governing policies, they do not agree on the characteristics of a good police force. Therefore, although it is useful to pay attention to the views of others in scientific research, but in order for them to be applicable, one must pay attention to the conditions of the country and the opinions of domestic thinkers and a native view. In the present study, based on this thinking, the view of one of the Iranian Muslim thinkers, Ayatollah Khamenei, about the characteristics of the police at the level of the Islamic Republic (which is greatly influenced by the indigenous situation of the country) was examined. For this purpose, qualitative method and content analysis tools were used. In the research process, all the remarks of the Supreme Leader from the beginning of the province, ie until 1989, were referred to, and the characteristics of the police were extracted and classified, and finally, the results were approved by 30 military and security elites of the country. Based on the results of the study, appropriate training to strengthen worldview and acquire the necessary police skills to improve the internal and external health of this revolutionary institution to acquire the moral and skill characteristics of the Islamic Republic can be a point of view. He knew about other police ethics.
