چكيده فارسي :
ﺑﺎ ﻋﻨﺎﯾﺖ ﺑﻪ اﻫﻤﯿﺖ ﻣﻮﺿﻮع ﮐﺎراﯾﯽ و ﺑﻬﺮه وري ﺳﺎزﻣﺎن و اﯾﻨﮑﻪ ﻋﻮاﻣﻞ ﻣﺨﺘﻠﻔﯽ ﺑﺮ ﭼﮕـﻮﻧﮕﯽ اﻧﺠـﺎم ﺻﺤﯿﺢ ﻣﺄﻣﻮرﯾﺖ ﻫﺎ و وﻇﺎﯾﻒ ﻣﺤﻮﻟﻪ ﮐﺎرﮐﻨﺎن ﮔﺸﺖ اﻧﺘﻈﺎﻣﯽ و در ﻧﺘﯿﺠﻪ راﻧﺪﻣﺎن ﮐﺎر ﺗﺄﺛﯿﺮ ﻣـﯽ ﮔـﺬارد ﺑـﺮاي ﺑﻬﺒـﻮد ﻋﻤﻠﮑﺮد و اﻓﺰاﯾﺶ ﮐﺎراﯾﯽ آن ﻫﺎ ﻻزم اﺳﺖ ﻣﺴﺎﺋﻞ و ﻋﻮاﻣﻞ ﻣﺮﺗﺒﻂ ﺑﺎ آن ﻫﺎ ﺷﻨﺎﺳﺎﯾﯽ و ﻣﻮرد ﺗﺠﺰﯾﻪ ﺗﺤﻠﯿﻞ ﻗﺮار ﮔﯿﺮد ﺗﺎ ﮔﺸﺖ ﻫﺎي اﻧﺘﻈﺎﻣﯽ ﻣﻘﺘﺪراﻧﻪ و ﮐﺎرآﻣﺪﺗﺮ در ﺣﻮزه ﻣﺄﻣﻮرﯾﺖ و وﻇﺎﯾﻒ ﻗﺎﻧﻮﻧﯽ ﺧﻮد ﺑﻪ ﺧﻮﺑﯽ و درﺳﺘﯽ اﯾﻔﺎي ﻧﻘـﺶ ﮐﻨﺪ. ﻫﺪف ﺗﺤﻘﯿﻖ ﺷﻨﺎﺳﺎﯾﯽ ﻣﺸﮑﻼت و اراﺋﻪ راﻫﮑﺎر ﺑﻪ ﻣﺪﯾﺮان ﺑﺮاي ﺣﻞ آن و ارﺗﻘﺎي ﺑﺎزده ﻋﻮاﻣـﻞ اﺟﺮاﯾـﯽ ﮔﺸـﺖ ﺧﻮاﻫﺪ ﺑﻮد.
روش: اﯾﻦ ﭘﮋوﻫﺶ ﺑﻪ ﻟﺤﺎظ ﻣﺎﻫﯿﺘﯽ از ﻧﻮع ﮐﺎرﺑﺮدي و روش اﻧﺠﺎم آن ﺗﻮﺻﯿﻔﯽ - ﭘﯿﻤﺎﯾﺸﯽ اﺳﺖ. ﺟﺎﻣﻌﮥ آﻣﺎري اﯾﻦ ﺗﺤﻘﯿﻖ ﮐﻠﯿﻪ ﮐﺎرﮐﻨﺎﻧﯽ ﮐﻪ در ﮔﺸﺖ ﻫﺎي اﻧﺘﻈﺎﻣﯽ ﺗﻬﺮان ﺑﺰرگ در ﺣﺎل ﻓﻌﺎﻟﯿﺖ اﻧﺪ ﺑﻮده و اﺑﺰار ﺟﻤـﻊ آوري اﻃﻼﻋـﺎت ﭘﺮﺳﺸﻨﺎﻣﻪ )ﻣﺤﻘﻖ ﺳﺎﺧﺘﻪ( در ﻃﯿﻒ ﻣﻘﯿﺎس ﻟﯿﮑﺮت ﻃﺮاﺣﯽ ﺷﺪ ﮐﻪ ﭘﺎﯾﺎﯾﯽ آن ﺑﺎ اﺳﺘﻔﺎده از آﻟﻔﺎي ﮐﺮوﻧﺒﺎخ و رواﯾـﯽ آن ﺗﻮﺳﻂ اﺳﺎﺗﯿﺪ ﺻﺎﺣﺐ ﻧﻈﺮ ﻣﻮرد ﺗﺄﯾﯿﺪ ﻗﺮار ﮔﺮﻓﺖ.
ﯾﺎﻓﺘﻪ ﻫﺎ: ﻋﻮاﻣﻠﯽ ﻫﻤﭽﻮن اﺻﻞ ﺗﺸﻮﯾﻖ و ﺗﻨﺒﯿﻪ ﮐﺎرﮐﻨﺎن، اﻗﺘﺪار و ﺷﺠﺎﻋﺖ ﻓﺮﻣﺎﻧـﺪﻫﺎن ، ﻣﺴـﺌﻮﻟﯿﺖ ﭘـﺬﯾﺮي و ﺗﻌﻬـﺪ ﻓﺮﻣﺎﻧﺪﻫﺎن، ﻧﻈﺎرت ﻣﻨﻄﻘﯽ و اﺻﻮﻟﯽ، ﻧﻈﻢ و اﻧﻀﺒﺎط، ﺛﺒﺎت ﺗﺼﻤﯿﻢ ﮔﯿﺮي ﻓﺮﻣﺎﻧﺪﻫﺎن، ﭘﺸـﺘﯿﺒﺎﻧﯽ ﺣﻘـﻮﻗﯽ و ﻗﻀـﺎﯾﯽ ، ﺑﺎزﺧﻮرد ﮔﯿﺮي، اﯾﺠﺎد رﻗﺎﺑﺖ و ارﺗﺒﺎط ﺳﺎﻟﻢ، ﺑﺮﮔﺰاري ﮐﻼس ﻫﺎي آﻣﻮزﺷﯽ، آﺷﻨﺎﯾﯽ ﺑـ ﺎ ﺷـﮕﺮد ﻣﺠﺮﻣـﺎن ، اﺳـﺘﻔﺎده از ﺗﺠﻬﯿﺰات اﻟﮑﺘﺮوﻧﯿﮑﯽ و راﯾﺎﻧﻪ اي، ﺗﺠﻬﯿﺰات ﺑﻪ روز، رﺿـﺎﯾﺖ ﺷـﻐﻠﯽ ، ارﺗﻘـﺎي ﺳـﻄﺢ ﻋﻠﻤـﯽ ، ﻗـﺪرداﻧﯽ از ﮐﺎرﮐﻨـﺎن و ﺧﺎﻧﻮاده ﻫﺎي آﻧﺎن، ﻣﻬﺎرت ﻫﺎي ﻓﺮدي، ﺗﻮاﻧﻤﻨﺪي ﺟﺴﻤﯽ و ﺟﺴﺎرت و روﺣﯿﻪ ﺑﺎﻻي ﻓﺮﻣﺎﻧﺪﻫﺎن از ﻣﻬﻢ ﺗﺮﯾﻦ ﻋﻮاﻣـﻞ در ﮐﺎراﯾﯽ ﮔﺸﺖ ﻫﺎي اﻧﺘﻈﺎﻣﯽ اﺳﺖ. ﻣﻬﻢ ﺗﺮﯾﻦ ﻋﻮاﻣﻞ دﺧﯿﻞ در ﮐﺎراﯾﯽ ﮔﺸﺖ ﻫﺎي اﻧﺘﻈﺎﻣﯽ ﺑﺮ اﺳﺎس ﻧﺘﺎﯾﺞ ﺣﺎﺻﻠﻪ از اﯾﻦ ﺗﺤﻘﯿﻖ ﺑﻪ ﺗﺮﺗﯿﺐ اﻫﻤﯿﺖ و ﺗﺄﺛﯿﺮﮔﺬاري ﻋﺒﺎرﺗﻨﺪ از: ﻧﻘﺶ آﻓﺮﯾﻨﯽ ﻓﺮﻣﺎﻧﺪﻫﯽ و ﻣﺪﯾﺮﯾﺖ، ﺗﺠﻬﯿﺰات در دﺳﺖ ﮐﺎرﮐﻨـﺎن ، اﻧﮕﯿﺰه ﺧﺪﻣﺘﯽ ﮐﺎرﮐﻨﺎن و آﻣﻮزش.
ﻧﺘﯿﺠﻪ ﮔﯿﺮي: ﻧﺘﺎﯾﺞ ﺗﺤﻘﯿﻖ ﺣﺎﮐﯽ از ﻣﻮﺛﺮ ﺑﻮدن ﻧﻘﺶ ﻣﺪﯾﺮﯾﺖ در ﮐﺎراﯾﯽ ﮔﺸﺖ ﻫﻤﭽﻨﯿﻦ ﺗﺎﻣﯿﻦ ﺗﺠﻬﯿﺰات ﮐﺎرﺑﺮدي ﻋﻮاﻣﻞ ﮔﺸﺖ، ارﺗﻘﺎي اﻧﮕﯿﺰه ﺧﺪﻣﺘﯽ ﮐﺎرﮐﻨﺎن ﺑـ ﺎ ﻣﺤـﺮك ﻫـﺎي اﻧﮕﯿﺰاﻧﻨـﺪه و آﻣـﻮزش ﻣﺸـﺘﻤﺮ آﻧـﺎن در آﮔـﺎﻫﯽ از روش ﻫﺎي ﺟﺪﯾﺪ ﻣﺠﺮﻣﯿﻦ و ﺷﮕﺮدﻫﺎي ﭘﻠﯿﺲ ﺑﺮ ﮐﺎراﯾﯽ ﻋﻮاﻣﻞ ﮔﺸﺖ ﻧﻘﺶ ﺗﻌﯿﯿﻦ ﮐﻨﻨﺪه دارد.
چكيده لاتين :
Considering the importance of the issue of efficiency and productivity of the organization and the fact that various factors affect the proper performance of missions and tasks assigned to law enforcement patrols and the work efficiency, in order to improve their performance and increase their efficiency, issues and related factors are necessary to be identified and analyzed so that more authoritative and efficient law enforcement patrols can play their role properly in the field of their legal mission and duties. The purpose of research is to identify problems and provide solutions to managers to solve them and improve the efficiency of patrol executive agents.
This research is applied in nature and the method of doing it is descriptive-survey. The statistical population of this study was all employees who have been active in Tehran police patrols and the data collection tool of the questionnaire (researcher-made) was designed in the Likert scale, the reliability of which was confirmed by Cronbach's alpha and its validity was confirmed by experts.
Factors such as the principle of encouraging and punishing employees, authority and courage of commanders, responsibility and commitment of commanders, rational and principled supervision, discipline, stability of commanders' decision-making, legal and judicial support, feedback, creating competition and healthy communication, holding training classes, getting familiar with criminal modus operandi, use of electronic and computer equipment, up-to-date equipment, job satisfaction, scientific promotion, appreciation of employees and their families, personal skills, physical ability and courage and high morale of commanders are the most important factors in the efficiency of law enforcement patrols. The most important factors involved in the efficiency of law enforcement patrols based on the results of this research are in order of importance and effectiveness, respectively: role playing of commanders and management, equipment in the hands of employees, service motivation of employees and training.The results of the research indicate the effective role of management in patrol efficiency. Also, providing practical equipment of patrol agents, promoting service motivation of employees with motivating stimuli and their continuous training in awareness of new methods of criminals and police tactics have a decisive role on patrol agents efficiency.
