جايگاه بزرگان و ريش‌سفيدان در توليد امنيت جامعه (مطالعه موردي؛ جنوب استان كرمان قبل و بعد از انقلاب اسلامي ايران)

The elders and the graybeard of the community safety (Case study, south of the province before and after the Islamic Revolution of Iran)

زمينه و هدف: برقراري نظم و امنيت در مناطق مختلف ايران در طول تاريخ به دليل نوع خاص اقليم و شرايط جغرافياي مستعد جايگاه ويژه­اي براي بزرگان و ريش­سفيدان داشته است و بزرگان و ريش­سفيدان تاكنون توانسته­اند نقش زيادي در كنترل امنيت در فضاهاي جغرافيايي ايران داشته باشند و جنوب استان كرمان نيز از اين امر مستثني نيست. هدف از اين پژوهش بررسي جايگاه بزرگان و ريش­سفيدان در توليد امنيت جنوب استان كرمان در قبل و بعد از انقلاب است. روش­به كار رفته در اين تحقيق از لحاظ ماهيت كاربردي، و به لحاظ روش توصيفي- تحليل است. گردآوري داده‌ها؛ اسنادي و بر پايه مصاحبه انجام گرديده و از روش­كيفي براي تحليل داده‌ها استفاده شده است. جامعه نمونه شامل 20 نفر از افراد آگاه محلي، ده نفر از سران طوايف،20 نفر از كاركنان انتظامي جيرفت، بم، كهنوج، قلعه­گنج و عنبرآباد و قضات منطقه است. نتايج حاصل از تحقيق نشان مي­دهد با توجه به كمرنگ شدن جايگاه بزرگان و ريش سفيدان در جنوب استان كرمان نسبت به قبل از پيروزي انقلاب اسلامي ايران و جايگزين كردن نظام شوراها به جاي جايگاه بزرگان و ريش­سفيدان مي­توان به اين نتيجه دست يافت كه نظام شوراها در همه مناطق جوابگو نيست و احتياج به يكسري اصلاحات در قانون وجود دارد به طوري كه مشروعيت بزرگان و ريش سفيدان نسبت به قبل از انقلاب كم­رنگ‌تر و در كنار آن نيز نظام شوراها در مناطق روستاي و قومي و قبيله­اي نتوانست آن گونه كه شايسته است مشروعيت لازم كسب نمايند و در اين خلاء بي مشروعيتي بين ريش­سفيدان و نظام شوراها در جنوب استان كرمان به خصوص در مناطقي كه اهل تسنن حضور دارند روز به روز بر جايگاه مولوي­ها (بزرگان اهل تسنن) افزوده شود.اﻧﺘﻈﺎﻣﯽ ﺟﯿﺮﻓﺖ، ﺑﻢ، ﮐﻬﻨﻮج، ﻗﻠﻌﻪﮔﻨﺞ و ﻋﻨﺒﺮآﺑﺎد و ﻗﻀﺎت ﻣﻨﻄﻘﻪ اﺳﺖ. ﻧﺘﺎﯾﺞ: ﻧﺘﺎﯾﺞ ﺣﺎﺻﻞ از ﺗﺤﻘﯿﻖ ﻧﺸﺎن ﻣﯽدﻫﺪ ﺑﺎ ﺗﻮﺟﻪ ﺑﻪ ﮐﻤﺮﻧﮓ ﺷﺪن ﺟﺎﯾﮕﺎه ﺑﺰرﮔﺎن و رﯾﺶ ﺳﻔﯿﺪان در ﺟﻨﻮب اﺳﺘﺎن ﮐﺮﻣﺎن و ﺟﺎﯾﮕﺰﯾﻦ ﮐﺮدن ﻧﻈﺎم ﺷﻮراﻫﺎ ﺑﻪ ﺟﺎي ﺟﺎﯾﮕﺎه ﺑﺰرﮔﺎن و رﯾﺶﺳﻔﯿﺪان ﻣﯽﺗﻮان ﺑـﻪ اﯾـﻦ ﻧﺘﯿﺠﻪ دﺳﺖ ﯾﺎﻓﺖ ﮐﻪ ﻧﻈﺎم ﺷﻮراﻫﺎ در ﻫﻤﻪ ﻣﻨﺎﻃﻖ ﻧﺘﻮاﻧﺴﺘﻪ ﺑﻪ ﺻـﻮرت ﮐﺎﻣـﻞ ﺟﻮاﺑﮕـﻮ ﺑﺎﺷـﺪ و اﺣﺘﯿـﺎج ﺑـﻪ ﯾﮑﺴﺮي دارد ﺑﻪ ﻃﻮري ﮐﻪ ﻣﺸﺮوﻋﯿﺖ ﺑﺰرﮔﺎن و رﯾﺶ ﺳﻔﯿﺪان ﻧﺴﺒﺖ ﺑﻪ ﻗﺒﻞ از اﻧﻘﻼب ﮐﻢرﻧﮓﺗﺮ و در ﮐﻨـﺎر آن ﻧﯿﺰ ﻧﻈﺎم ﺷﻮراﻫﺎ در ﻣﻨﺎﻃﻖ روﺳﺘﺎي و ﻗﻮﻣﯽ و ﻗﺒﯿﻠﻪاي ﻧﺘﻮاﻧﺴﺖ آن ﮔﻮﻧﻪ ﮐـﻪ ﺷﺎﯾﺴـﺘﻪ اﺳـﺖ ﻣﺸـﺮوﻋﯿﺖ ﻻزم ﮐﺴﺐ ﻧﻤﺎﯾﻨﺪ و در اﯾﻦ ﺧﻼء ﺑﯽﻣﺸﺮوﻋﯿﺘﯽ ﺑﯿﻦ رﯾﺶﺳﻔﯿﺪان و ﻧﻈﺎم ﺷﻮراﻫﺎ در ﺟﻨـﻮب اﺳـﺘﺎن ﮐﺮﻣـﺎن ﺑﺮﺧﯽ ﮔﺮوﻫﺎي و ﺷﺨﺼﯿﺖﻫﺎي ﺟﺪﯾﺪ ﺗﻮاﻧﺴﺘﻪاﻧﺪ ﺟﺎﯾﮕﺎه وﯾﮋهاي ﮐﺴﺐ ﻧﻤﺎﯾﻨﺪ.

Maintaining order and security in different parts of Iran in the history of the particular kind of climate and geographic conditions suitable for adults and elders have a special place Chiefs and graybeard have yet to have a major role in control of security in geographic areas an‎d the southern province of Kerman are not exempt from this. The aim of this study was to assess the status of elders and graybeard in the southern province before and after the revolution.
The method used in this research is applied in nature, and because the analytic method. Methods of data collection, documentation, interviews, and qualitative and mixed methods were used for data analysis. The sample consisted of 20 community-conscious individuals, ten of tribal chiefs, 20 police personnel in Jiroft, Bam, Kahnuj, the castle is the treasure and Anbar Abad and district judges.
The results show that due to the fading of the Elders and graybeard in southern Kerman Province in Iran before the Islamic Revolution and substituting instead the elders and councils of elders can be found at the following that the Soviets would not work in all areas of law, there needs to be some reform So that the legitimacy of chiefs and elders have been less than the prior Revolution Along with the system of village and tribal councils in areas an‎d tribal failed to gain legitimacy as it deserves an‎d lack of legitimacy in the gap between elders and councils in the south of the province, especially in areas where Sunnis are Rumi's day on the (Sunni) is added. an‎d security perspective far different than those of adults and elders and in some cases are willing to cooperate with the judiciary and security apparatus. This is in itself a cause of insecurity in the long run is far from the status quo. an‎d better to avoid this situation, restore the elders and graybeard in these areas.
