The Role Of Passive Defense In Urban Crisis Management From Urban Managers’ Perspective

هدف اصلي اين تحقيق تعيين نقش پدافند غيرعامل درمديريت بحران شهري از ديدگاه كارشناسان و مديران شهري شهرداري - منطقه 5تهران مي‌باشد. به منظور انجام مطالعه ، از روش تحقيق توصيفي- كاربردي و تركيبي از اسناد ، توصيفات و روشهاي تحليلي استفاده شده است. كليه مديران و كارشناسان شهرداري منطقه (تعداد 950 نفر) در همه بخش ها جمعيت اين مطالعه را تشكيل مي‌دهند. 274 نمونه با استفاده از روش تصادفي ساده انتخاب شده است (روش نمونه گيري). از پرسشنامه محقق به عنوان ابزار پژوهش استفاده شده و پايايي آن براساس ديدگاههاي تحقيق مورد آزمايش قرار گرفته است. براساس يافته هاي تحقيق ، پدافند غيرعامل در كاهش خسارت به شهرهاو ايجاد الگوي مناسب براي پايداري شهري با استفاده از ديدگاه كارشناسان و مديران بسيار موثر است. The main objective of this research is to determine the role of passive defense in urban crisis management from the perspectives of experts and urban managers Municipality of Tehran- District, 5. In order to carry out the study, an analyticalapplied research method and a combination of documentary, descriptive, analytical and case study methods are used. All managers and experts of Tehran’s municipality in the District (n=451) at all divisions and departments constitute the population of this study. 214 samples are selected using simple random sampling method. A researcher-made questionnaire is used as research tool whose validity and reliability are tested based on the views of the research supervisor, advisor, experts and managers of the municipality, and Cronbach’s alpha test (α = 1111), respectively. Then, data analysis is performed using SPSS software (v21). According to the research findings, passive defense is effective in reducing damages to cities and application risk, and developing a proper pattern for urban sustainability using experts and managers perspective (p<1.15).
