ﺑﺮرﺳﯽ ﺗﺄﺛﯿﺮ وﯾﮋﮔﯽ ﻫﺎي ذﯾﻨﻔﻌﺎن ﺑﺮ ﻋﻤﻠﮑﺮد ﭘﺮوژه ﻫﺎي ﺑﺎزﯾﺎﺑﯽ ﺳﻮاﻧﺢ ﻃﺒﯿﻌﯽ: ﺷﺒﮑﻪ ﺣﻤﻞ و ﻧﻘﻞ ﭘﺲ از وﻗﻮع زﻟﺰﻟﻪ ﻣﻮرد ﻣﻄﺎﻟﻌﻪ: ﺳﺎزﻣﺎن ﻫﻼل اﺣﻤﺮ

Investigating the Effect of Stakeholder Characteristics on the Performance of Natural Disaster Recovery Projects: Post-earthquake Transportation Network (Case study: Red Crescent Organization)

اﯾﺮان ﯾﮑﯽ از زﻟﺰﻟﻪﺧﯿﺰﺗﺮﯾﻦ ﮐﺸﻮرﻫﺎي دﻧﯿﺎ ﻣﺤﺴﻮب ﻣﯽﺷﻮد و ﺷﻬﺮﻫﺎي آن در راﺑﻄﻪ ﺑﺎ اﯾﻦ ﭘﺪﯾﺪة ﻃﺒﯿﻌﯽ آﺳﯿﺐﻫﺎي ﻓﺮاوان دﯾﺪه اﻧﺪ. ﺗﻬﺮان ﻧﯿﺰ ﺑﻪ ﻋﻨﻮان ﮐﻼﻧﺸﻬﺮ اول ﮐﺸﻮر ﻧﻪ ﺗﻨﻬﺎ از اﯾﻦ ﻗﺎﻋﺪه ﻣﺴﺘﺜﻨﯽ ﻧﻤﯽﺑﺎﺷﺪ، ﺑﻠﮑﻪ ﺑﺎ ﺗﻮﺟﻪ ﺑﻪ ﺗﺮاﮐﻢ ﺳﺎزهاي، ﺟﻤﻌﯿﺖ ﻣﺘﺮاﮐﻢ، ﻋﺪم رﻋﺎﯾﺖ اﺳﺘﺎﻧﺪاردﻫﺎ، ﺗﻮﺳﻌﻪ ﻓﯿﺰﯾﮑﯽ ﻧﺎﻣﻨﺎﺳﺐ و... ﺑﺎ ﺧﻄﺮ ﺟﺪيﺗﺮي روﺑﺮوﺳﺖ. در اﯾﻦ ﭘﮋوﻫﺶ ﭘﺲ از ﻣﺮور ادﺑﯿﺎت و ﻣﺼﺎﺣﺒﻪ ﺑﺎ ﺧﺒﺮﮔﺎن، "وﯾﮋﮔﯽ ﻫﺎي ذﯾﻨﻔﻌﺎن " ،"وﺿﻌﯿﺖ زﯾﺮﺳﺎﺧﺖ ﻫﺎي ﺣﻤﻞ وﻧﻘﻞ" و ﺷﺮاﯾﻂ اﺟﺘﻤﺎﻋﯽ و اﻗﺘﺼﺎدي" ﺑﻪ ﻋﻨﻮان ﻣﺘﻐﯿﺮﻫﺎي ﺗﺄﺛﯿﺮﮔﺬار ﺑﺮروي ﻋﻤﻠﮑﺮد ﭘﺮوژه ﻫﺎي ﺑﺎزﯾﺎﺑﯽ زﻟﺰﻟﻪ ﻣﻮرد ﺑﺮرﺳﯽ ﻗﺮار ﮔﺮﻓﺘﻨﺪ ﺗﺎ ﻧﺤﻮه ي ﺗﺄﺛﯿﺮﮔﺬاري ﻫﺮﯾﮏ ﻣﺸﺨﺺ ﺷﻮﻧﺪ. روش اﯾﻦ ﭘﮋوﻫﺶ از ﻧﻈﺮ ﻫﺪف، از ﻧﻮع ﮐﺎرﺑﺮدي و از ﻧﻈﺮ ﻧﺤﻮهي ﮔﺮدآوري دادهﻫﺎ از ﻧﻮع ﺗﻮﺻﯿﻔﯽ- ﻫﻤﺒﺴﺘﮕﯽ ﻣﯽﺑﺎﺷﺪ. ﺟﺎﻣﻌﻪ آﻣﺎري اﯾﻦ ﭘﮋوﻫﺶ از ﺑﯿﻦ ﻣﺪﯾﺮان، ﻣﻌﺎوﻧﺎن و ﮐﺎرﺷﻨﺎﺳﺎن ﺳﺎزﻣﺎن ﻫﻼل اﺣﻤﺮ ﺷﻬﺮﺳﺘﺎن ﺳﺎوه ﺑﻪ ﺗﻌﺪاد 170ﻧﻔﺮ ﻣﯽ ﺑﺎﺷﺪ ﮐﻪ ﺑﻪ ﻃﻮر ﺗﺼﺎدﻓﯽ ازﻃﺮﯾﻖ ﻓﺮﻣﻮل ﻧﻤﻮﻧﻪ ﮔﯿﺮي ﺗﻌﺪاد 118ﻧﻔﺮ ﺑﻪ ﻋﻨﻮان ﻧﻤﻮﻧﻪ اﻧﺘﺨﺎب ﺷﺪه و ﭘﺮﺳﺸﻨﺎﻣﻪ ﻫﺎ ﺑﯿﻦ آﻧﻬﺎ ﺗﻮزﯾﻊ و ﺟﻤﻊ آوري ﮔﺮدﯾﺪ. ﺟﻬﺖ ﺗﺠﺰﯾﻪ و ﺗﺤﻠﯿﻞ داده ﻫﺎ و ﺑﺮرﺳﯽ رواﺑﻂ ﺑﯿﻦ ﻣﺘﻐﯿﺮﻫﺎ و آزﻣﻮن ﻓﺮﺿﯿﺎت از روﯾﮑﺮد ﻣﺪﻟﺴﺎزي ﻣﻌﺎدﻻت ﺳﺎﺧﺘﺎري و ﻧﺮم اﻓﺰار PLS اﺳﺘﻔﺎده ﺷﺪ. ﻫﻤﭽﻨﯿﻦ ﺑﺮاي ارزﯾﺎﺑﯽ رواﯾﯽ ﺳﺎزه ﻫﺎ و ﺗﻌﯿﯿﻦ ﺷﺎﺧﺺ ﻫﺎي ﻣﺘﻌﺪد ﺑﺮازﻧﺪﮔﯽ از ﻧﺘﺎﯾﺞ ﺗﺤﻠﯿﻞ ﻋﺎﻣﻠﯽ اﺳﺘﻔﺎده ﺷﺪ. ﻧﺘﺎﯾﺞ ﻧﻬﺎﯾﯽ ﺑﺮرﺳﯽ و آزﻣﻮن ﻓﺮﺿﯿﺎت ﻧﺸﺎن از ﺗﺄﺛﯿﺮ ﻣﺴﺘﻘﯿﻢ وﯾﮋﮔﯽ ﻫﺎي ذﯾﻨﻔﻌﺎن ﺑﺮ روي ﻋﻤﻠﮑﺮد ﭘﺮوژه ﻫﺎي ﺑﺎزﯾﺎﺑﯽ زﻟﺰﻟﻪ"، ﺷﺮاﯾﻂ اﺟﺘﻤﺎﻋﯽ و اﻗﺘﺼﺎدي ﺑﺮ روي ﻋﻤﻠﮑﺮد ﭘﺮوژه ﻫﺎي ﺑﺎزﯾﺎﺑﯽ زﻟﺰﻟﻪ، وﺿﻌﯿﺖ زﯾﺮﺳﺎﺧﺖ ﻫﺎي ﺣﻤﻞ و ﻧﻘﻞ ﺑﺮ روي ﻋﻤﻠﮑﺮد ﭘﺮوژه ﻫﺎي ﺑﺎزﯾﺎﺑﯽ زﻟﺰﻟﻪ"، ﺗﺄﺛﯿﺮ ﻣﺘﻐﯿﺮ ﻣﺪاﺧﻠﻪ ﮔﺮ ﺷﺮاﯾﻂ اﺟﺘﻤﺎﻋﯽ و اﻗﺘﺼﺎدي در راﺑﻄﻪ ﺑﯿﻦ وﯾﮋﮔﯽ ﻫﺎي ذﯾﻨﻔﻌﺎن ﺑﺮ روي ﻋﻤﻠﮑﺮد ﭘﺮوژه ﻫﺎي ﺑﺎزﯾﺎﺑﯽ زﻟﺰﻟﻪ"، ﺗﺄﺛﯿﺮ ﻣﺘﻐﯿﺮ ﻣﺪاﺧﻠﻪ ﮔﺮ وﺿﻌﯿﺖ زﯾﺮﺳﺎﺧﺖ ﻫﺎي ﺣﻤﻞ و ﻧﻘﻞ در راﺑﻄﻪ ﺑﯿﻦ وﯾﮋﮔﯽ ﻫﺎي ذﯾﻨﻔﻌﺎن ﺑﺮ روي ﻋﻤﻠﮑﺮد ﭘﺮوژه ﻫﺎي ﺑﺎزﯾﺎﺑﯽ زﻟﺰﻟﻪ" داﺷﺖ. در ﭘﺎﯾﺎن ﭘﯿﺸﻨﻬﺎدﻫﺎي ﮐﺎرﺑﺮدي ﺑﻪ ﻣﺪﯾﺮان ﺳﺎزﻣﺎن ﻫﻼل اﺣﻤﺮ اراﺋﻪ ﺷﺪ.

Iran is of the most earthquake-prone countries in the world and its cities have been damaged in relation to this natural phenomenon. So Tehran as the first metropolitan of the country, is not only the exception , but also faces a more serious danger due to its structural congestion , dense population , noncompliance with standards, in appropriate physical development and etc. In this study after reviewing the literature and interviewing correspondents, beneficiary features, Transport infrastructure situation and, social and economic conditions was examined as variables affecting the performance of earthquake detection projects to determine how to in influence any of them. The method of the study in terms of object, is applied research, also a type of descriptive correlation in terms of data collection. The statistical society of the study includes 170 members among managers, assistants and experts of redcrescent organization of saveh country. 118 people were selected as samples by means of sampling formula and the questionnaires were distributed and gathered between them. Structural Equations Modeling approach, and pls software were applied to data analysis and to investigate the relationship between variables and hypotheses test. In addition the results of factor analysis ware used to validity assessment of structures and to determine the multiple indices of propriety. Final results of study showed ‘ the direct impact of beneficiary features on the performance of earthquake detection projects , the direct impact of social and economic conditions on the performance of earthquake detection projects , the intervention variable impact of social and economic conditions on relationship between beneficiary features on the performance of earthquake detection projects and the intervention variable impact of transport infrastructure situation on the relationship between beneficiary features on the performance of earthquake detection projects .At the end, proposals of research are presented.
