Investigating Social Order and Security issues in Iranian Naseri Age based on Etemad-ol-Saltaneh Memoirs Newspaper

مؤلفه‌ها و چگونگي برقراري نظم و امنيت اجتماعي با توجه به موقعيت جغرافيايي-تاريخي سرزمين ايران، ساختار سياسي-اجتماعي، تنوع قومي-مذهبي و مؤلفه‌هاي اثرگذار ديگر از مسائل تاريخي جامعه ايراني بوده است. در عصر قاجار و به‌ويژه سال‌هاي پاياني سلطنت ناصرالدين‌شاه، باوجود اقدامات اصلاحي دولت و برخي نخبگان سياسي و اجتماعي در راستاي تحول در گفتمان و ساختارهاي نظم و امنيت اجتماعي، نه‌تنها وضعيت نظم و امنيت اجتماعي به سمت بهبودي نرفت كه چالش‌هاي ديگري نيز به آن افزوده شد. اين پژوهش با اتكا به نظريه آنومي و با تحليل محتواي كتاب «روزنامه خاطرات اعتمادالسلطنه»، اقدام به احصاء مهم‌ترين مسائل و چالش‌هاي نظم و امنيت اجتماعي جامعه ايران كرده است. بر اين اساس سؤال پژوهش بر اين مبنا تدوين شده كه مهم‌ترين مسائل و چالش‌هاي نظم و امنيت اجتماعي جامعه ايراني در اين سال‌ها چه بوده است؟ دستاوردهاي پژوهش مبين آن است كه به‌رغم نوسازي ساختاري، وضعيت آشفتگي و بي‌هنجاري در نظم و امنيت اجتماعي تشديد شده و كجروي و ناامني اجتماعي در سال‌هاي 1298-1313 ق. روندي افزايشي داشته است.

Establishing social order and security and its elements regarding Iran's geographicalhistorical location, socio-political structure, ethnic-religious diversity, and other influential factors are critical historical issues of Iranian society. Despite the government's reform measures and some political and social elites to change social order and security discourse and structures in the Qajar era and especially in the last years of Nasser al-Din Shah's reign, no improvement was made. The present study aimed to reveal critical social order and security issues in Iranian society based on Anomie theory and to analyze the content of the book "Etemad-ol-Saltaneh Memoirs Newspaper. Therefore, the present study tried to answer an important question: “What have been critical issues in Iranian society during these years?” .The findings indicate that despite the structural modernization, the abnormal social order and security intensified, and social perversion and insecurity deteriorated at 1919-1934.
