تفسيري فراگير از امنيت اجتماعي در مطالعه موردي ايران

A comprehensive interpretation of Societal security in a case study of Iran

نظريه‌هاي امنيت اجتماعي بر هويت، ارزش‌ها و باورهاي جامعه به‌عنوان ‌اساس جامعه‌بودگي كه انسجام و بقاء جامعه درگرو آن است، تاكيد دارند. امنيت اجتماعي، مفهومي زمينه‌مند است كه درهر جامعه‌اي با ابتناي بر دغدغه‌هاي اساسي و انسجام‌بخش آن جامعه صورت‌بندي مي‌شود. بنابه‌اين مهم امنيت اجتماعي موضوع پژوهش‌هاي بسياري در جامعه ايران بوده است. بااين حال تنوع و تفرق يافته‌هاي پژوهش‌ها كه هر يك وجهي از اين مفهوم را موضوع تحقيق خود قرار داده‌اند، دستيابي به تعريفي فراگير از امنيت اجتماعي را ناكام گذاشته است. با اين وصف مقاله پيش‌رو با رويكردي توصيفي و تحليلي و بكارگيري روش فراتركيب، تلاش دارد تا گستره متنوع پژوهش‌هاي اين حوزه را احصاء و نتايج را بصورت نظام‌مند تجزيه و تحليل كرده و با ترجمه آنها به-يكديگر، تفسيري جامع‌ از اين مفهوم در جامعه ايران را ارائه كند. داده‌ها به شيوه اسنادي جمع‌آوري شد. براساس يافته‌هاي پژوهش؛ مطالعات امنيت اجتماعي در هشت محور احساس‌امنيت، ارزشهاي اسلامي، نيروي انتظامي، فضاي شهري، خانواده، زنان، رسانه‌هاي جمعي و هويت طبقه‌بندي شدند. ارائه تفسيري‌جامع از امنيت‌اجتماعي با جايابي گستره دغدغه‌هاي اساسي جامعه در ذيل مفهوم بسط يافته هويت-مدرن، اسلامي و ايراني- پي‌گيري شد. نتيجه اين كه توازن عناصر هويت‌ساز جامعه ايراني مبناي امنيت‌اجتماعي و عدم تعادل آنها ناامني‌اجتماعي است.

Societal security theories emphasize the identity and values of society as the basis of the social existence on which the cohesion and survival of society depend. Societal security is a contextual concept that has been the subject of many studies in Iran. However, with a diversity of research, each investigating various aspects of the concept, a comprehensive definition of societal security has never been achieved. Adopting a descriptive-analytical approach and using the meta-analysis method, the present article tries to collect the diverse range of researches in this field and systematically analyze the results and provide a comprehensive interpretation of this concept in Iran. Data were collected by a documentary method. According to the findings, societal security studies are categorized into eight themes: the feeling of security, Islamic values, police, urban space, mass media, women, family, and national and ethnic identity. The presentation of a comprehensive interpretation of societal security was followed by placing the scope of the basic concerns of society under the expanded concept of identity - modern, Islamic and Iranian. The result is that the identity elements of Iranian society is the basis of societal security and the imbalance between the layers of identity causes societal insecurity
