قدرت نرم و تجلي آن از جمله مباحثي است كه به ياري جوزف ناي به محافل دانشگاهي و سياستگذاري راه پيدا كرده است.عليرغم اقبال گسترده به اين مفهوم، عدم تبيين نظري دقيق از سوي ناي، ابهامات متعددي را حول اين شكل از قدرت رقم زده است.به طوريكه باوجود انبوهي از ادبيات، پژوهشگران هنوز درك كامل از ماهيت قدرت نرم ندارند. اينكه به واقع قدرت نرم چيست؟ و از چه عناصري شكل گرفته است؟ مسائلي است كه هنوز پاسخ معتبري براي آنها يافت نشده .به همين منظور اين پژوهش با اتكا بر نظريه داده بنياد و تحليل محتوا درصدد فهم عناصر موثر بر اين قدرت در سطح دولت-ملت هاست.بر اين اساس يافته هاي علمي پژوهش حاكي از اين دارد اگر عناصر قدرت نرم را دستِ كم به منابع، ابزار، ذهنيت بازيگران، رفتار، آثار و حركات بازيگران تحت اعمال قدرت محدود نماييم.در يك برداشت كلي قدرت نرم در سطح دولت- ملت ها عبارت است از: فرايندي كه در آن محرك ها(منابع مادي و معنوي) يك كشور از طريق رفتار جذاب و در قالب ابزاري غير خشونت آميز(انواع و اشكال ديپلماسي)روي افكار مردم(نخبگان و عامه مردم) تاثير گذاشته و موجب آثار، حركات و رفتار و... در راستاي تغيير ذهنيت و رفتار جامعه هدف، نسبت به كشور اعمال كننده مي شود

Soft power and its manifestation are among the topics that have found way into academic circles and policy-making with the help of Joseph Nye. Despite the widespread popularity of the concept, Nay's lack of precise theoretical explanation has led to many ambiguities about this form of power. So that despite the abundance of literature, researchers still do not fully understand the theoretical nature of soft power That What exactly is soft power? an‎d what elements is it made of? These are issues no valid answer for which has yet been found. Therefore, this research, relying on the data theory of the foundation and content analysis, seeks to analysis the elements affecting this power at the state-nation level. Based on this, the scientific findings of the research indicate that If the elements of soft power at least to the resources, tools, mentality of the actors, the behavior, effects, and movements of the actors under the exercise of power are limited. In a general contents, the concept of soft power at the state-nation level is : a process in which the stimuli (material and spiritual resources) of a country through attractive behavior and in the form of non-violent tools (types and forms of diplomacy) on people's minds (Elites and public ) influences and causes to effects, movements and behaviors, etc., in order to change the mentality and behavior of the target community towards the agenting country.
