Geoculture Response to “Threat Perception”: A look to Role of Confucius Institute in China Foreign Policy

انجام اصلاحات اقتصادي و پيرو آن ظهور مسالمت‌آميز چين سرآغاز نگراني قدرت‌هاي غربي و طرفداران ارزش‌هاي ليبرالي در ساختار نظم بين‌المللي بود. نتيجه اين نگراني تلاش براي برساختن تصور تهديد از چين در نظام بين‌المللي و متوقف كردن ظهور چين در سه دهه گذشته بوده است. اين مقاله ضمن اذعان به نقش فزاينده چين در معادلات قدرت در عرصه بين‌المللي و با مفروضگيري تداوم برساخته شدن تصور تهديد از چين توسط غرب، بررسي و شناخت منابع شكل‌گيري اين تصور تهديد و چگونگي تلاش چين براي استفاده از مؤسسات كنفوسيوس به‌عنوان مهم‌ترين رويكرد ژئوكالچر در مواجهه با اين تصور را مهم‌ترين هدف خود مي‌داند. اين مقاله با طرح اين پرسش كه مهم‌ترين منابع تصور تهديد از چين چه محورهايي بوده و چگونه چين از نقش مؤسسات كنفوسيوسي به‌مثابه رويكردي ژئوكالچر در برابر اين تصور بهره مي‌گيرد؟ با استفاده از روش توصيفي – تحليلي بر اين ادعا است كه مؤسسه كنفوسيوس از طريق معرفي تاريخ، فرهنگ و تمدن كمتر شناخته‌شده چين در درون جوامع ديگر به‌مثابه ابزار سياست خارجي در تلطيف فضاي تهديد برساخته شده و اصلاح برداشت‌ها از نيات و عملكرد چين كمك مي‌كند. يافته‌هاي اين پژوهش نشان مي‌دهند كه منابع تصور تهديد چين در سه بخش ژئوپلتيك-نظامي، اقتصادي و سياسي – ايدئولوژيك قابل طبقه‌بندي است.

Economic reforms and following that, China s peaceful rise was the beginning of the great powers and proponents of liberal values in structure of international order. The consequence of this concern has been some endeavors to try construct of China s threat perception in international system and stop China s rise. This article with confess to China s rising power in international relations and china s threat perception continuous constructing by the West, is seeking to acknowledge of the threat perception sources and how china s use of Confucius institute in its foreign policy as a geoculture attitude. The question that the article trying to answer it, is what are the main important sources of China s threat perception how the china uses of the Confucius institute as a geoculture approach? This article with descriptive- explanative method argues Confucius institute acts as China s Foreign policy instrument to moderate the atmosphere of the constructed threat and reform of the views to intentions and actions of China by introducing history, culture and civilization of china. Findings of this research shows the China s threat perception sources can categorize in three part: geopolitic- military, political- ideological and economic.
