چكيده فارسي :
يكي از موضوعات مهم در بحث نسبت دين و به‌ويژه اسلام با سياست، پرسش از مشروعيت و حقانيت حكومت است. در اين راستا سؤالاتي از اين دست مطرح ميشود: در اسلام چه حكومت و نظامي مورد قبول است؟ آيا صرف داشتن شرايط رهبري براي آن كفايت ميكند؟ مردم نقشي در پذيرش دارند؟ آيا زور و غلبه مشروعيت آور است؟ و...
در اين مقاله، از بيعت كه يكي از روشهاي حكومتي بوده و در قرآن و روايات مورد تأييد قرار گرفته است و در واقع پيش از اسلام نيز بوده و با شرايطي به امضا رسيده است، بحث خواهد شد. در اين روش، افزون بر شرايط رهبري، رضايت و مقبوليت مردمي يا بهنحوِ شرط وجوب يا شرط واجب نيز لحاظ شده است و حكومت نميتواند بدون آن، مشروعيت يابد. دامنه و قلمرو اين رضايت از قبول حاكم، به پذيرش برنامههاي كلان حكومت نيز گسترش مييابد، هرچند برخلاف مصالح خودشان تصميم بگيرند.
لذا پس از بحثي دربارۀ مفهوم بيعت، به آيات و رواياتي در اين باره استناد شده است و شرايط و قلمرو بيعت مورد بررسي قرار گرفته است.
چكيده لاتين :
One of the important issues in politics is the legitimacy of the government; In this regard, questions are raised; Such as, what government is acceptable in Islam? Is just having the leadership characteristics enough for that? Do people have a role in acceptance? Is domination legitimate? and the like.
In this article, allegiance, which is one of the governmental methods and has been confirmed in the Qur'an and hadiths, and in fact is pre-Islamic tradition and Islam has been accepted and signed with conditions, will be discussed. In this method, in addition to the conditions of leadership, the consent and acceptance of the people are either taken into account as a condition of necessity or an obligatory condition, and the government cannot gain legitimacy without it. The scope of this consent to accept the ruler extends to the acceptance of the government's grand plans, even if they decide against their own interests.
Therefore, after discussing the concept of allegiance, verses and hadiths have been cited in this regard and the conditions and scope of allegiance have been studied.
