چكيده فارسي :
اين نوشتار به اختصار عملكرد انجمن هاي بلديه و ايالتي و ولايتي پس از استقرار دولت مشروطه در ايران را از سال 1325 تا 1328ه.ق، با تكيه بر اسناد مهم بررسي مي نمايد. با تدوين قانون اساسي و طبق اصل 90 تا 93، فرمان تشكيل اين انجمن ها صادر و طرز انتخاب نمايندگان آنان نيز مشخص شد. در واقع دولت قصد داشت تا با اين اقدام به برقراري نظم، امنيت و عدالت در اقصي نقاط كشور ياري رساند. اما همين مسئله سبب گرديد تا برخي از امورات محلي از امور ملي تفكيك گردد و اداره آنها در صلاحيت مقامات محلي قرار گيرد و آنان چه از جهت انتخاب و چه از حيث بركناري نسبتا مستقل از مقامات دولت مركزي باشند. همچنين اختيارات گسترده در اين حوزه نظير؛ تصويب بودجه شهر، برقراري ماليات ها و عوارض محلي، نظارت بر اداره اموال شهر، تصويب اخذ وام و به طوركلي تصويب هرگونه معاملات برعده انجمن ها بود. اين مقاله با استفاده از روش پژوهش تاريخي مبتني بر توصيف و تحليل و با تكيه بر اسناد و منابع، ابعاد و زواياي اين موضوع را بررسي خواهد كرد. يافته هاي تحقيق نشان مي دهد، انجمنها با اختياراتي كه داشتند در برخي از مواقع از قدرت خويش سوء استفاده كردند و برخلاف نظر حكومت مركزي رفتار نمودند. با اين حال، جهت حفظ ظاهر تا حدودي به مناطق تحت سيطره خويش توجه كرده و اقدامات عام المنفعه اي را انجام دادند.

This article briefly examines the functioning of the baladiyeh, state, and provincial associations after the establishment of the constitutional government in Iran from 1325 to 1328 AH, relying on important documents. By drafting the constitution and in accordance with principles 90 to 93, the order was issued for the formation of these associations and the way in which their representatives were elected. In fact, the government intended to help restore order, security, and justice in all parts of the country. However, this led to the separation of some local affairs from national affairs and their administration falling within the jurisdiction of local authorities and their being relatively independent from the central government authorities in terms of being delegated or dismissed. Also, the broad powers in this area, such as the approval of the city budget, imposition of local taxes, supervision over the administration of the city property, approval of getting a loan, and in general, approval of any transactions were carried out by the associations. This paper seeks to investigate the aspects and dimensions of this issue using historical research methodology, based on description and analysis, and relying on documents and resources. Research findings show that these associations, with the authority they had, at times, abused their power and behaved in opposition with the central government’s opinion. However, to disguise their true appearance, they paid attention to the areas under their control and took some measures for public benefit.
