چكيده فارسي :
تامين مالي، يكي از چالش هاي اساسي نظام سلامت محسوب شده و نقشي اساسي در تضمين ارايه اثربخش خدمات نظام سلامت دارد. در چند سال اخير، اجراي طرح تحول نظام سلامت در ايران و عدم رشد بودجه اين بخش متناسب با رشد جمعيت، تورم و نيازهاي فزاينده اين حوزه، اهميت برنامه ريزي و ارايه الگوهاي نوين براي رفع معضلات تامين مالي را دوچندان نموده است. سوال پژوهش حاضر اين است كه براي نيازهاي مختلف تامين مالي صنعت ارايه كنندگان مراقبت هاي بهداشتي درماني، كدام ساختار(هاي) صكوك مناسب تر است؟ در اين راستا به روش توصيفي تحليلي پس از احصاي انواع نيازهاي اين صنعت در شش حوزه ي ساخت و احداث، تعمير و بازسازي، تامين مواد اوليه مصرفي، تامين تجهيزات و تاسيسات، تامين خدمات و سرمايه در گردش؛ به بررسي انواع صكوك قابل استفاده براي رفع اين نيازها پرداخته شده است. در اين پژوهش با نظرسنجي از خبرگان نظام سلامت و بازار سرمايه و با استفاده از روش فرآيند تحليل سلسله مراتبي، اولويت صكوك احصاشده براي هريك از نيازهاي شش گانه تعيين شده است. نتايج پژوهش نشان مي دهد در زمينه نيازهاي ساخت و احداث، تعمير و بازسازي، خدمات بهداشتي-درماني، تامين مواد اوليه مصرفي، تامين تجهيزات و تاسيسات و سرمايه در گردش، به ترتيب صكوك استصناع، منفعت، منفعت، مرابحه، اجاره و خريد دين داراي بالاترين اولويت بوده و جهت تامين مالي به سياستگذاران و مديران اجرايي اين صنعت پيشنهاد مي شود.

Financing is one of the main challenges of the health system and plays an essential role in ensuring the effective provision of health system services. In recent years, the implementation of the health system transformation plan in Iran and the lack of budget growth in this sector in line with population growth, inflation and growing needs in this area, has doubled the importance of planning and providing new models to solve financing problems. The question of the present study is which Sukuk structure (s) is more appropriate for the different financing needs of the healthcare providers industry? In this regard, in a descriptive-analytical method, after enumerating the various needs of this industry in six areas of construction, repair and reconstruction, supply of raw materials, supply of equipment and facilities, provision of services and working capital; the types of sukuk that can be used to meet these needs have been examined. In this research, by prioritizing the experts of the health system and the capital market and using the method of hierarchical analysis process, the priority of the calculated sukuk for each of the six needs has been determined. The results of the research show that in the field of construction needs, repair and reconstruction, health services, supply of raw materials, supply of equipment and facilities and working capital, respectively, sukuk istisna, benefit, benefit, murabaha, ijarah and purchase of debt It is the highest priority and is recommended for financing the policy makers and executives of this industry.
