انتخاب پيمانكار عمراني با استفاده از روش سوارا و كوپراس: مطالعه موردي شركت زاگرس جنوبي

HYBRID SWARA-COPRAS METHOD FOR CONSTRUCTION CONTRACTORS SELECTION: SOUTH ZAGROS COMPANY CASE STUDY

اجرا به‌عنوان كليدي‌ترين مرحله پروژه ساخت‌وساز همواره در معرض ريسك‌ است كه پيمانكاران نقش مهمي در مديريت آن‌ها ايفا مي‌نمايند. فرآيند ارزيابي و انتخاب پيمانكاران از تصميمات مهم و حائز اهميت بوده و به دليل وجود معيارهاي متعدد، گاهاً متناقض و پيچيده، چالش‌هايي در پيش روي كارفرمايان قرار مي‌دهد كه نيازمند بررسي دقيق است. در روش‌هاي فعلي، انتخاب صرفاً بر اساس قيمت پيشنهادي پيمانكار صورت مي‌پذيرد و ساير معيارهاي كمي و كيفي در اين انتخاب تأثيري ندارند كه اين امر باعث بروز مشكلاتي در انتخاب پيمانكار مناسب مي‌شود. هدف اين پژوهش، بهبود و ارائه روشي جهت انتخاب پيمانكاران عمراني در شركت بهره‌برداري نفت و گاز زاگرس جنوبي از طريق شناسايي و ارائه الگويي با استفاده از روش تصميم‌گيري چند معياره در استفاده همزمان از همه معيارها در انتخاب پيمانكار است. بدين منظور، ابتدا معيارهاي مؤثر در انتخاب پيمانكاران عمراني از طريق پيشينه تحقيق و مصاحبه با كارشناسان شناسايي شد. جامعه آماري اين تحقيق مشتمل بر 125 نفر از پرسنل ادارات مهندسي و ساختمان، امور پيمان‌ها، امور قراردادها، امور بازرگاني، امور حقوقي، امور فني و عمليات بود. در اين تحقيق جهت وزن دهي معيارهاي شناسايي‌شده از روش سوارا استفاده گرديد. همچنين انتخاب پيمانكار برتر با استفاده از الگوي ارائه‌شده و روش كوپراس انجام گرديد. در الگو ارائه‌شده، معيار قيمت پيشنهادي معيار منفي و ساير معيارها جنبه مثبت داشته و پيمانكار اصلح انتخاب شد. اميد است الگوي ارائه‌شده و نتايج تحقيق بتواند كمك شاياني در انتخاب پيمانكار اصلح در شركت زاگرس جنوبي نمايد.

Implementing as the key phase of a construction project is always at risk that contractors execute an important role in managing them. The process of evaluating and selecting contractors are important, and considering the various and sometimes intricate and complex criteria, the challenges of entrepreneurs must be addressed. In current methods, selection is done on the basis of price bids and other qualitative and quantitative criteria do not influence this choice, which is causing problems in choosing the right contractor. The aim of this research is to improve and provide a method for selecting contractors in the South Zagros Oil and Gas Production Company by identifying and presenting a model using a multi-criteria decision making method for simultaneous use of all criteria in contractor selection. For this purpose, the effective criteria in the selection of construction contractors were identified through a literature review and interviews with experts. The study population consisted 125 staff members of engineering and construction, contracts, business, legal, technical departments and operations. In this research we used SWARA method to weighting the identified criteria. The selection of the contractor was also done using the proposed model and the COPRAS method. In the proposed model, the proposed price criterion was negative and other criteria were positive, and the best contractor has been selected. It is hoped that the proposed model and research results to help in the selection of the contractor of the proper at South Zagros.
