چكيده فارسي :
تعريف: ديجيتال‌سازي در مقياس و سرعتي بي‌سابقه در حال تحول جوامع و اقتصادهاي سراسر جهان است. در پي اين پديده، اشكال جديدي از اشتغال در بخش‌هاي مختلفي مانند اقتصاد پلتفرم ديجيتال ظهور كرده‌اند. ظهور اشكال جديد اشتغال مانند كار در پلتفرم‌هاي ديجيتال مستلزم آن است كه سيستم‌هاي حمايت اجتماعي موجود با شرايط و نيازهاي خاص چنين كارگراني سازگار باشند تا حق بشري به تأمين اجتماعي براي همه محقق گردد.
روش: ازاين‌رو مقالۀ حاضر مبتني بر روش توصيفي- تحليلي در پي پاسخ به اين سؤال است كه چگونه مي‌توان سيستم‌هاي حمايت اجتماعي را با اشكال در حال تغيير كار تطبيق داد تا پوشش كامل و مؤثري از كارگران در كليۀ اشكال اشتغال از جمله اشكال «جديد» اشتغال در پلتفرم‌هاي ديجيتال تضمين نمود.
نتيجه: نتايج حاكي است پوشش فعلي حمايت اجتماعي براي كارگران در پلتفرم‌هاي ديجيتال، شكاف‌ها و خطرات قابل‌توجهي را نشان مي‌دهد. ازاين‌رو با نگاهي به چالش‌ها و فرصت‌هاي ناشي از اقتصاد ديجيتال سعي كرديم ويژگي‌هاي مشتركي براي كمك به توسعۀ مكانيزم‌هايي براي كاهش شكاف‌ها و خطرات موجود شناسايي و ارائه شود و با تركيب سازوكارهاي مشاركتي و غيرمشاركتي، مبتني بر مكانيسم‌هاي مالي عادلانه و پايدار، تأمين اجتماعي جامع و كافي براي همة افراد تضمين گردد.

Definition: Digitalization is transforming societies and economies worldwide at
an unprecedented scale and pace. Following this phenomenon, new forms of
employment have been emerging in various sectors, such as the digital platform
economy. The emergence of new forms of employment, such as work on digital
platforms, requires the adaptation of the existing social protection systems to the
specific situation and needs of such workers.
Method: The present paper is based on descriptive - analytic method, seeking
the answer to this question: How can social protection systems adapt to changing
forms of work to ensure full and effective coverage for workers in all forms of
employment, including “new” forms of employment in digital platforms?
Result: Findings demonstrate that current social protection coverage for workers
on digital platforms reveals significant gaps and risks. Therefore, focusing the
challenges and opportunities generated by the digital economy, we tried to
identify and introduce common features that lead to development of mechanisms
of reducing the gaps and risks. Combining the contributory and non-contributory
mechanisms based on equitable and sustainable financing mechanisms, we try to
ensure comprehensive and adequate social security for all.
