بعد از فروپاشي اتحاد جماهير شوروي و پايان جنگ سرد نظام دوقطبي درجهان فرو ريخت و روابط بين الملل دچار تغيير و دگرگوني گديد. به دنبال فروپاشي نظام دوقطبي، قدرت هاي جديدي در مناطق مختلف جهان سر بر آوردند كه مي توانستند در مناطق خود حضور و نفوذ آمريكا را به چالش بكشند. يكي از اين مناطق شرق آسيا بود كه چين بعد از فروپاشي نظام دوقطبي، در اين منطقه رشد بالايي داشته است. نگراني مشترك غرب و هند از قدرت روز افزون چين در درياي چين جنوبي و گسترش نظامي اين كشور در تقابل با روابط رو به گسترش روسيه و چين مي باشد كه اين مسئله دهلي را در مورد ارتقا سطح روابط با روسيه مردد مي نمايد. مسئله ديگر مسئله افغانستان مي باشد كه غرب به شدت در برابر نفوذ پاكستان و چين در اين كشور خواهان رشد تعاملات هندوستان با افغانستان و كمك دهلي براي توسعه و تثبيت امنيتي و اقتصادي اين كشور مي باشند.به دنبال رشد اقتصادي چين، امريكا وادار به پي ريزي استراتژي هايي چون پيمان هاي دوجانبه امنيتي- سياسي با كشورهاي قدرتمند منطقه اي چون هند در آسيا شده است. تعاملات ميان هند و غرب به رهبري ايالات متحده و تبديل رابطه دهلي- واشگنتن به يك رابطه راهبردي مهم در تعاملات سياسي امنيتي حوزه اقيانوس هند و جنوب آسيا يك واقعيت مهم سياست بين الملل تلقي مي شود كه مي تواند پيامدهاي بسيار بزرگي بر موازنه قوا در جنوب و شرق آسيا داشته باشد
