ﺑﺎ ﺗﻮﺟﻪ ﺑﻪ رﺷﺪ ﺟﻤﻌﯿﺖ و اﻓﺰاﯾﺶ ﻣﻬﺎﺟﺮت ﺑﻪ ﺷﻬﺮﻫﺎي ﺑﺰرﮔﺘﺮ، ﺗﻮﺳﻌﻪ ﻏﯿﺮ ﻗﺎﺑﻞ ﮐﻨﺘﺮل ﻧﻮاﺣﯽ ﺷﻬﺮي، ﺧﻠﻖ ﺳﮑﻮﻧﺘﮕﺎه ﻫﺎي ﺟﺪﯾﺪ، ﮐﺎﻫﺶ ﺳﻄﺢ رﻓﺎه اﻧﺴﺎﻧﯽ و ﺑﺮوز ﻣﺸﮑﻼت ﻓﺮاوان ﺷﻬﺮي ﺑﻮﯾﮋه در ﮐﺸﻮرﻫﺎي در ﺣﺎل ﺗﻮﺳﻌﻪ، ﺿﺮورت ﺗﻮﺟﻪ ﺑﻪ ﺗﺪوﯾﻦ اﻟﮕﻮي ﺑﻬﯿﻨﻪ ﻃﺮح ﻫﺎي ﺗﻮﺳﻌﻪ ﺷﻬﺮي و ﺗﻐﯿﯿﺮ آن از روﯾﮑﺮد اﯾﺴﺘﺎ و ﺳﻨﺘﯽ ﺑﻪ روﯾﮑﺮدي ﻣﻨﻌﻄﻒ، ﻣﺸﺎرﮐﺘﯽ و اﺳﺘﺮاﺗﮋﯾﮑﯽ و راﻫﺒﺮدي اﺣﺴﺎس ﻣﯽ ﺷﻮد. از اﯾﻦ رو در اﯾﻦ ﺗﺤﻘﯿﻖ ﺑﻪ دﻧﺒﺎل اﻣﮑﺎن ﺳﻨﺠﯽ ﻃﺮح ﻫﺎي راﻫﺒﺮدي ـ ﺳﺎﺧﺘﺎري در ﻫﺪاﯾﺖ ﺗﻮﺳﻌﻪ ﺷﻬﺮ ﻣﯿﺎﻧﻪ اﻧﺪام ﻣﺮﻧﺪ اﺣﺴﺎس ﻣﯽ ﺷﻮد. داده ﻫﺎي ﻧﻈﺮي ﺑﺎ روش اﺳﻨﺎدي و داده ﻫﺎي ﺗﺠﺮﺑﯽ ﺑﺎ روش ﻣﯿﺪاﻧﯽ و ﭘﺮﺳﺸﮕﺮي از 383 ﻧﻔﺮ ﺷﻬﺮوﻧﺪان ﺑﺎ ﻧﻤﻮﻧﻪ ﮔﯿﺮي ﮐﻮﮐﺮان ﺗﻬﯿﻪ ﺷﺪه اﺳﺖ. در ﭘﺮدازش داده ﻫﺎ و ﺳﻨﺠﺶ ﺷﺪت ﻣﺘﻐﯿﺮ ﻫﺎ از ﻧﺮم اﻓﺰارﻫﺎي اس ﭘﯽ اس اس و ﻟﯿﺰرل و آزﻣﻮن ﺗﯽ ﺗﮏ ﻧﻤﻮﻧﻪ اي ﺑﻬﺮه ﮔﯿﺮي ﺷﺪه اﺳﺖ. ﻧﺘﺎﯾﺞ ﮐﻠﯽ ﺗﺤﻘﯿﻖ ﻧﺸﺎﻧﮕﺮ وﺿﻌﯿﺖ ﻧﺎﻣﻄﻠﻮب ﺷﻬﺮ ﻣﺮﻧﺪ در ﭼﻬﺎر ﺷﺎﺧﺺ اﺳﺘﺮاﺗﮋي ﺗﻮﺳﻌﻪ ﺷﻬﺮي اﺳﺖ. ﺑﺎﻧﮑﯽ ﺑﻮدن و رﻗﺎﺑﺖ ﭘﺬﯾﺮي ﺷﻬﺮ ﺑﻪ ﺗﺮﺗﯿﺐ ﺑﺎ ﻣﯿﺎﻧﮕﯿﻦ ﻫﺎي 2,43 و 2,17 در وﺿﻌﯿﺖ ﻣﻄﻠﻮب ﺗﺮ و ﺷﺎﺧﺺ ﻫﺎي ﺣﮑﻤﺮواﯾﯽ ﺧﻮب ﺷﻬﺮي و ﻗﺎﺑﻠﯿﺖ زﻧﺪﮔﯽ داﺷﺘﻦ ﺑﺎ ﻣﯿﺎﻧﮕﯿﻦ 1,84 و 1,86 در وﺿﻌﯿﺖ ﺑﺴﯿﺎر ﻧﺎﻣﻄﻠﻮﺑﯽ اﺳﺖ. واﺿﺢ اﺳﺖ ﺗﻮزﯾﻊ ﻣﺘﻌﺎدل ﮐﺎﻧﻮن ﺷﻬﺮي و ﻧﻈﺎم ﻣﺘﻮازن ﺳﻠﺴﻪ ﻣﺮاﺗﺐ ﺷﻬﺮي رﻓﺖ و ﻫﻤﭽﻨﯿﻦ ﻗﺒﻞ از ﺗﻮﺳﻌﻪ ﺷﻬﺮ ﻣﯿﺎﻧﻪ اﻧﺪام ﻣﺮﻧﺪ ﺑﺎﯾﺪ ﻣﻮاﻧﻊ و ﻣﺤﺪودﯾﺖ ﻫﺎي ﺣﻞ ﻧﺸﺪه ﺷﻬﺮي را ﭼﺎره ﮐﺮد ﺗﺎ ﺷﻬﺮ ﺑﻌﺪ ﺗﻮﺳﻌﻪ ﺑﻪ ﻣﺸﮑﻞ ﺑﺮ ﻧﺨﻮرد و ﻫﻤﭽﻨﯿﻦ ﺑﺎﯾﺪ از اﻣﮑﺎﻧﺎت ﻣﻮﺟﻮد در ﻣﺤﺪوده ﺟﻐﺮاﻓﯿﺎﯾﯽ ﻣﻨﺎﺳﺐ ﻃﺮح ﻫﺎي ﻣﻌﻘﻮﻟﯽ از ﻓﻀﺎﻫﺎي ﺳﮑﻮﻧﺘﯽ ﺑﺪﺳﺖ آورد.

Due to population growth and increasing migration to larger cities, uncontrollable development of urban areas, creation of new settlements, declining levels of human welfare and the emergence of many urban problems, especially in developing countries, the need to develop an optimal model of urban development plans and change It is felt from a static and traditional approach to a flexible, participatory, strategic and strategic approach. Therefore, in this research, following the feasibility study of strategic-structural plans in guiding the development of the middle city of Marand, it is felt. Theoretical data by documentary method and experimental data by field and questionnaire method were prepared from 383 citizens by Cochran sampling. In data processing and measuring the intensity of variables, SPS and LISREL software and one-sample test have been used. The general results of the research indicate the unfavorable situation of Marand city in four indicators of urban development strategy. Banking, competitiveness and competitiveness of the city with averages of 2.38 and 2.12 are in a more favorable situation, respectively, and indicators of good urban governance and viability with an average of 1.71 and 1.72 are in a very unfavorable situation. It is clear that the balanced distribution of the urban center and the balanced system of the urban hierarchy went away, and also before the development of the middle city of Marand, unresolved urban barriers and constraints must be overcome so that the city does not face problems after development.
