شناسايي و اولويت‌بندي ابعاد ارزيابي عملكرد ادارات كل ورزش و جوانان سراسر كشور

Identify and prioritize the performance evaluation dimensions of the General Departments of Sports and Youth across the country in both technical and support dimensions

هدف پژوهش حاضر شناسايي و اولويت‌بندي شاخص‌هاي ارزيابي عملكرد ادارات كل ورزش و جوانان استان‌هاي كشور بود. روش تحقيق توصيفي است و به روش ميداني انجام گرفته است. جامعۀ آماري مطالعه شامل كارشناسان دفاتر ارزيابي عملكرد و بازرسي و نظارت ستاد و ادارات كل ورزش و جوانان سراسر كشور (439 نفر) بود. روش نمونه‌گيري در اين مطالعه، روش تصادفي ساده بود و براي تعيين حجم نمونه (205) از جدول مورگان استفاده شد. اطلاعات مورد نياز نيز با ابزارهاي مصاحبه و پرسشنامه جمع‌آوري شد. پرسشنامه داراي 7 بعد بود و روايي آن توسط محققان تأييد شد. از طرفي به‌منظور سنجش پايايي آن از آزمون آلفاي كرونباخ استفاده شد كه ضريب آلفاي كرونباخ 819/0 بود و براي تحليل داده‌ها از آزمون‌هاي تحليل مسير و فريدمن استفاده شد. با توجه به نتايج تحقيق، براي ارزيابي عملكرد ادارات كل ورزش و جوانان بايد از هفت بعد ورزش قهرماني، همگاني، بانوان، جوانان، مالي، منابع انساني و فناوري اطلاعات استفاده كرد. تحليل داده‌ها همچنين نشان داد كه ورزش قهرماني به‌علت ملموس بودن نتايج آن مانند مقام‌هاي كسب‌شده در اولويت قرار دارد. از طرفي ورزش موضوعي است كه هم خودش مي‌تواند درآمدزا باشد و هم نياز زيادي به منابع مالي دارد و بر همين اساس بعد مالي بعد از بعد ورزش قهرماني و قبل از ابعاد ورزش همگاني، ورزش بانوان و حتي امور جوانان در اولويت دوم قرار دارد. ابعاد ورزش همگاني، ساماندهي امور جوانان، ورزش بانوان، منابع انساني و فناوري اطلاعات در رتبه‌هاي بعدي اين فهرست قرار دارند.

The purpose of this study is to identify and prioritize performance evaluation indicators of the General Departments of Sports and Youth of the provinces. The type of research is descriptive and has been done by field method. The statistical population of this study includes the experts of the offices of performance evaluation and inspection and supervision of the headquarters There were general departments of sports and youth across the country (439 people) and 205 people were selected as the research sample by random sampling method using Morgan table. The required information was collected from both library and field methods with interview tools and questionnaires, and path analysis and Friedman tests were used to analyze the data. According to the research results, to evaluate the performance of the General Departments of Sports and Youth, seven dimensions of championship sports, public, women, youth, finance, human resources and information technology should be used. Data analysis also showed that championship sports are prioritized because of their tangible results, such as rankings. On the other hand, sport is an issue that can be both lucrative and requires a lot of financial resources, and accordingly, the financial dimension is the second priority after the championship sport and before the dimensions of public sports, women's sports and even youth affairs. . Dimensions of public sports, organizing youth affairs, women's sports, human resources and information technology are in the next ranks of this list.
