Research of the State of Insurance Pension Coverage and Support Services for the Elderly in the World

وضعيت پوشش هاي صندوق‌هاي بازنشستگي و نهادهاي حمايتي از سالمندان كه در ارتقاي سلامت و سطح رفاه اجتماعي سالمندان، خانواده هاي آنان و كل جامعه تأثيرگذار است، يكي از موضوعات مهم در سالمندشناسي است. انتفاعِ مطلوب و اثر بخش از اين پوشش براي شهروندان، از خصوصيات جامعه  پيشرفته و مولود تحولات گسترده در نظام توسعه كشورها به حساب مي آيد. هدف از اين مطالعه، شناخت از وضعيت پوشش مستمري بيمه اي و خدمات حمايتي براي سالمندان در مناطق مختلف جهان به منظور شناسايي و مقايسه  مناطق با بيشترين و كمترين ميزان اين پوشش است. روش بررسي: مطالعه حاضر از نوع مطالعات مروري است. آمار و اطلاعات مورد نياز به روش كتابخانه اي و اسنادي و با رجوع به گزارشات آماري سازمان بين المللي كار و اتحاديه جهاني تأمين اجتماعي اخذ و گردآوري شده است. يافته ها: بالاترين ميزان اين پوشش در سال 2019 در آمريكاي شمالي با صددرصد پوشش و كمترين آن مربوط به جنوب صحراي آفريقا با 22.7درصد پوشش مستمري بيمه اي و حمايتي از سالمندان بوده است. نتيجه گيري: نتايج نشان‌دهنده رشد چشمگير وضعيت پوشش مستمري بيمه اي و حمايتي براي سالمندان به‌خصوص طي سال‌هاي اخير است. وضعيتي كه از سطح پايينِ پوشش، به سطح بالا ارتقا يافته است. با اين وصف پوشش هاي بيمه اي و حمايتي از سالمندان در همه  جهان به يك شكل نبوده و از اين حيث تفاوت هاي بسياري وجود دارد.

The status of coverage of pension funds and institutions for the support of the elderly, which is effective in promoting the health and social welfare of the elderly, their families and society as a whole, is one of the important issues in geriatrics. The desirable and effective benefit of this coverage for citizens is one of the characteristics of an advanced society and the birth of extensive changes in the development system of the countries. The purpose of this study is to identify the status of insurance pension coverage and support services for the elderly in different regions of the world in order to identify and compare the regions with the highest and lowest levels of this coverage. Methods: The present study is a review study. The required statistics and information have been obtained through library and documentary methods and with reference to the statistical reports of the International Labor Organization and the World Social Security Union. Results: The highest rate of coverage in 2019 was in North America with 100% coverage and the lowest was in sub-Saharan Africa with 22.7% of insurance coverage and support for the elderly. Conclusion: The results show a significant increase in the status of insurance coverage and support for the elderly, especially in recent years. A condition that has been upgraded from a low level of coverage to a high level. However, insurance coverage and support for the elderly are not the same all over the world, and there are many differences.
