چكيده فارسي :
ﻫﺪف ازﭘﮋوﻫﺶ ﺣﺎﺿﺮ ﻣﺪلﯾﺎﺑﯽ ﻣﻌﺎدﻻت ﺳﺎﺧﺘﺎري ﺷﺎﺧﺺﻫﺎي ارزﯾﺎﺑﯽﻋﻤﻠﮑﺮد اداره ﮐﻞ ورزش و ﺟﻮاﻧﺎن اﺳﺘﺎن ﮔﯿﻼن ﺑﺎ روﯾﮑﺮدﮐﺎرت اﻣﺘﯿﺎزي ﻣﺘﻮازن ﺑﻮد. روش ﺷﻨﺎﺳﯽ: وش ﭘﮋوﻫﺶ از ﻧﻮع ﺗﻮﺻﯿﻔﯽ-ﭘﯿﻤﺎﯾﺸﯽ ﺑﻮد ﮐﻪ ﺑﻪﺻﻮرت ﻣﯿﺪاﻧﯽ اﻧﺠﺎم ﺷﺪ.ﺟﺎﻣﻌﻪي آﻣﺎري ﺷﺎﻣﻞ ﻣﺪﯾﺮان وﮐﺎرﺷﻨﺎﺳﺎن اداره ﮐﻞ ورزش و ﺟﻮاﻧﺎن اﺳﺘﺎن ﮔﯿﻼن ﺑﻮد. ﻧﻤﻮﻧﻪ آﻣﺎري ﺑﻪﻃﻮر ﻫﺪﻓﻤﻨﺪ اﻧﺘﺨﺎب ﺷﺪﻧﺪ. ﺑﺮاي ﺟﻤﻊآوري دادهﻫﺎ از ﭘﺮﺳﺶﻧﺎﻣﻪ ﻣﺤﻘﻖ ﺳﺎﺧﺘﻪ اﺳﺘﻔﺎده ﺷﺪ و رواﯾﯽ ﺻﻮري آن ﺗﻮﺳﻂ ﺻﺎﺣﺐﻧﻈﺮان )12ﻧﻔﺮ(، ﺗﺎﺋﯿﺪ ﺷﺪ. ﻫﻤﭽﻨﯿﻦ ﭘﺎﯾﺎﯾﯽ آن ﺑﺎ اﺳﺘﻔﺎده از آزﻣﻮن آﻟﻔﺎيﮐﺮوﻧﺒﺎخ )0/89( ﻣﺤﺎﺳﺒﻪ ﺷﺪ. در اﯾﻦ ﭘﮋوﻫﺶ ﺟﻬﺖ ﺗﺠﺰﯾﻪ و ﺗﺤﻠﯿﻞ دادهﻫﺎ و ﺑﺮرﺳﯽ ﺑﺮازش ﻣﺪل از ﻣﺪلﺳﺎزي ﻣﻌﺎدﻻت ﺳﺎﺧﺘﺎري و از ﻧﺮماﻓﺰار PLS اﺳﺘﻔﺎده ﺷﺪه اﺳﺖ. ﯾﺎﻓﺘﻪﻫﺎ: ﻣﺪل ارزﯾﺎﺑﯽ ﻋﻤﻠﮑﺮد در ﭼﻬﺎر ﻋﺎﻣﻞ،12ﺑﻌﺪ و55 ﺷﺎﺧﺺ اﺳﺖ، ﺑﻪﻃﻮريﮐﻪ ﻋﺎﻣﻞ رﺷﺪ و ﯾﺎدﮔﯿﺮي داراي4ﺑﻌﺪ و13ﺷﺎﺧﺺ، ﻓﺮآﯾﻨﺪﻫﺎي داﺧﻠﯽ4 ﺑﻌﺪ و23 ﺷﺎﺧﺺ، ﻣﺎﻟﯽ2ﺑﻌﺪ و7 ﺷﺎﺧﺺ و ﻣﺸﺘﺮي وﻧﺘﺎﯾﺞ ورزﺷﯽ2 ﺑﻌﺪ و12 ﺷﺎﺧﺺ ﻫﺴﺘﻨﺪ. ﮐﻪ ﺑﻪ ﺗﺮﺗﯿﺐ ﻋﺎﻣﻞ ﻓﺮآﯾﻨﺪﻫﺎي داﺧﻠﯽ، ﻣﺸﺘﺮي و ﻧﺘﺎﯾﺞ ورزﺷﯽ، رﺷﺪ و ﯾﺎدﮔﯿﺮي و ﻣﺎﻟﯽ داراي ﺿﺮاﯾﺐ ﺑﺎرﻫﺎي ﻋﺎﻣﻠﯽ 0/81 ،0/83 ،0/91 و 0/80 ﺑﻮدﻧﺪ. ﺑﺤﺚ و ﻧﺘﯿﺠﻪﮔﯿﺮي: ﭘﯿﺸﻨﻬﺎد ﻣﯽﺷﻮد ﮐﻪ در ارزﯾﺎﺑﯽ ﻋﻤﻠﮑﺮد ﺳﺎزﻣﺎن، ﺑﻪ4 ﻣﻨﻈﺮ ﻣﻮردﻣﻄﺎﻟﻌﻪ و اﺑﻌﺎد آن و ﺷﺎﺧﺺ-ﻫﺎي ﺗﺄﯾﯿﺪﺷﺪه ﺗﻮﺟﻪ وﯾﮋهاي ﺷﻮد.ﮐﻪ ﺑﺮاﺳﺎس ﺑﺎرﻋﺎﻣﻠﯽ اوﻟﻮﯾﺖ ﻓﻌﺎﻟﯿﺖ و ارزﯾﺎﺑﯽ ﺑﻪ ﻓﺮآﯾﻨﺪﻫﺎيداﺧﻠﯽ، ﻣﺸﺘﺮي وﻧﺘﺎﯾﺞ ورزﺷﯽ، رﺷﺪوﯾﺎدﮔﯿﺮي وﻣﺎﻟﯽ داده ﺷﻮد. ﺑﻨﺎﺑﺮاﯾﻦ ﻣﯽﺗﻮان از اﯾﻦ ﺷﺎﺧﺺﻫﺎ ﺟﻬﺖ ﻃﺮاﺣﯽ ﻣﺪﻟﯽ ﺑﺮاي ارزﯾﺎﺑﯽ ﻋﻤﻠﮑﺮد اداره ﮐﻞ ورزش و ﺟﻮاﻧﺎن اﺳﺘﺎن ﮔﯿﻼن اﺳﺘﻔﺎده ﻧﻤﻮد.
چكيده لاتين :
The aim of the study was to evaluate the performance evaluation indexes of general directorate of youth and sport of Guilan province by the use of balanced scorecard approach.Methodology:The research method was descriptive survey which was conducted through field method.The population included managers and experts from the general directorate of youth and sport of Guilan province. The purposive sampling was used.A researcher- made questionnaire was used for data collection and its validity was approved by experts(n = 12)and its reliability was calculated by using Cronbach's alpha test(0.89).In this study in order to analyze the data and model fitting the structural equation modeling(SEM)with PLS software was used. Findings:Performance evaluation model of general directorate of youth and sport of Guilan province has four factors,12dimensions and55indicators.So that learning and development factor has4dimensions and 13indicators, internal processes have4dimensions and23indicators, financial factor has 2 dimensions and 7indicators and customer and sport results have2dimensions12indicators Respectively internal processes, customer and sporting results, learning and development and financial factors had coefficients of factor loading of0.91,0.83,0.81and0.80 respectively.Conclusion:According to the results,it is suggested that in evaluating the performance of the organization, special attention should be paid to four studied terms and their confirmed dimensions and indicators. Based on the factor loading the priority of activities and evaluation should be allocated to internal processes, customer and sporting results, learning and development and financial factors. So this index can be used to design a model to evaluate the performance of the general directorate of youth and sport of Guilan province.
