ﺳﯿﺎﺳﺖ ﮔﺬاري اﺟﺘﻤﺎﻋﯽ و اﺟﺮاي ﺑﺮﻧﺎﻣﻪ ﻫﺎي رﻓﺎﻫﯽ در ﮐﺸﻮر ﻣﺎ ﻓﻘﻂ ﭼﻨﺪ دﻫﻪ ﺳﺎﺑﻘﻪ دارد. ﭘﺲ از اﻧﻘﻼب اﺳﻼﻣﯽ و ﺣﯿﻦ ﺟﻨﮓ ﺗﺤﻤﯿﻠﯽ ﺗﻮﺟﻪ ﺑﻪ ﮐﺎﻫﺶ آﺳﯿﺐ ﺟﻨﮓ ﺑﺮ روي ﺧﺎﻧﻮاده ﻫﺎي رزﻣﻨﺪﮔﺎن آﺳﯿﺐ دﯾﺪه از ﺟﻨﮓ ﻣﺪﻧﻈﺮ ﻗﺎﻧﻮن ﮔﺬاران و ﺳﯿﺎﺳﺖ ﮔﺬاران ﮐﺸﻮر ﻗﺮار ﮔﺮﻓﺖ و ﻗﻮاﻧﯿﻦ و آﯾﯿﻦ ﻧﺎﻣﻪ ﻫﺎي ﻣﺘﻌﺪدي ﺑﻪ ﺗﺼﻮﯾﺐ رﺳﯿﺪ. در اﯾﻦ ﺗﺤﻘﯿﻖ درﺻﺪدﯾﻢ ﺗﺎ ﻣﻀﻤﻮن ﻫﺎي اﺻﻠﯽ و ﺳﺮﻣﺸﻖ و اﻟﮕﻮي ﺳﯿﺎﺳﺖ اﺟﺘﻤﺎﻋﯽ ﻣﻌﻄﻮف ﺑﻪ اﯾﺜﺎرﮔﺮان در اﯾﺮان را آﺷﮑﺎر ﮐﻨﯿﻢ. ﻧﺘﺎﯾﺞ ﺗﺤﻠﯿﻞ اﺳﻨﺎد ﺑﺎﻻدﺳﺘﯽ ﺑﺨﺼﻮص ﻗﺎﻧﻮن ﺟﺎﻣﻊ ﺧﺪﻣﺎت رﺳﺎﻧﯽ ﺑﻪ اﯾﺜﺎرﮔﺮان ﺑﻪ روش ﻣﺤﺘﻮاي ﮐﯿﻔﯽ و ﺗﺤﻠﯿﻞ ﻣﻀﻤﻮن، ﻧﺸﺎن ﻣﯽ دﻫﺪ ﮐﻪ ﺣﻤﺎﯾﺖ اﺟﺘﻤﺎﻋﯽ از ﺧﺎﻧﻮاده ﻫﺎي اﯾﺜﺎرﮔﺮان ﺑﻪ ﺷﮑﻞ ﭘﺮداﺧﺖ ﻣﺴﺘﻤﺮي و ﺣﻤﺎﯾﺖ ﻫﺎي ﻣﺎﻟﯽ، ﺗﺒﻌﯿﺾ ﻣﺜﺒﺖ ﺑﻪ ﻧﻔﻊ اﯾﺜﺎرﮔﺮان و ﺗﺒﻠﯿﻎ ﻓﺮﻫﻨﮓ اﯾﺜﺎر و ﺷﻬﺎدت ﻣﻀﺎﻣﯿﻦ اﺻﻠﯽ ﺳﯿﺎﺳﺖ اﺟﺘﻤﺎﻋﯽ ﻣﻌﻄﻮف ﺑﻪ اﯾﺜﺎرﮔﺮان در اﯾﺮان اﺳﺖ. روﯾﮑﺮد ﺗﺒﻌﯿﺾ ﻣﺜﺒﺖ در ﺗﻌﯿﯿﻦ ﮔﺮوه ﻫﺪف و ﺳﻄﺢ ﻧﯿﺎزﻫﺎي آن ﻫﺎ و ﺑﺮﻧﺎﻣﻪ ﻫﺎي ﺗﻮاﻧﻤﻨﺪﺳﺎزي و ﺧﻮداﺗﮑﺎﯾﯽ داراي اﺷﮑﺎﻻﺗﯽ اﺳﺖ ﮐﻪ اﺛﺮﺑﺨﺸﯽ ﺳﯿﺎﺳﺖ اﺟﺘﻤﺎﻋﯽ ﻣﻌﻄﻮف ﺑﻪ اﯾﺜﺎرﮔﺮان را ﮐﻤﺮﻧﮓ ﻣﯽ ﺳﺎزد.
