Management and planning of sustainable development of urban tissues; Case study of Khorram Dareh city

بازآفريني شهري يكي از مهمترين استراتژي ها براي نشان دادن محروميت و روال درون شهر است. بازآفريني شهري فرآيندي است كه به خلق فضاهاي شهري جديد با حفظ ويژگي هاي اصلي فضايي(­كالبدي و فعاليتي) منجر مي گردد. به بيان ديگر بازآفريني شهري، عبارت است از ديد جامع و يكپارچه به مجموعه اقداماتي كه به حل مسائل شهري بي انجامد، به طوي كه بهبود دائمي در شرايط اقتصادي، كالبدي و زيست محيطي بافتي كه دستخوش تغيير شده را به وجود آورد. هدف اصلي اين مقاله عبارت است از مديريت و برنامه ريزي توسعه پايدار بافت هاي شهري شهر خرم دره است. سوال اصلي مقاله اين است كه آيا بازآفريني شهري بر توسعه پايدار شهري خرو دره تاثير دارد؟ روش اين مقاله توصيفي تحليلي است. نتايج مقاله نشان مي دهد كه توسعه پايدار نيازمند اقتصاد با ثبات و نظام اجتماعي است كه در برابر شوك ها مقاومت كند و امكانات رفاهي را براي نسل هاي آينده تضمين نمايد، عواملي مانند تورم، انحصارگرايي، فقر و آلودگي محيط زيست نشانگر عدم بهره برداري صحيح از منابع طبيعي و اقتصادي و محروميت قشر وسيعي از آحاد جامعه از منافع حاصله مي باشد كه حاكي از فقدان فرصت هاي برابر و وجود ناآزادي هاي استفاده همگان از امكانات موجود است كه به نابرابري ها دامن زده و سبب توسعه نيافتگي مي شود. مطابق با يافته هاي بدست آمده از تحقيق حاضر، در شهر خرم دره وضعيت اقتصادي در حد متوسط است و بيشتر مردم با مشاغلي چون كارمندي ، كارگري و كشاورزي اينگونه اظهار نظر مي كنند كه؛ وضعيت اقتصادي شهرشان تابعي از اقتصاد كلان كشور است. كشاورزان نيز به عنوان قشري مهم و توليد كننده معيشت خود را وابسته به برنامه ها و سياست هاي دولت دانسته اند. البته نبايد از اين نكته غافل بود كه در چند سال اخير خيل جوانان بيكار و تحصيلكرده از وضعيت خود ناراضي بوده و مي گفتند براي رسيدن به توسعه پايدار شهري قبل از هرچيز بايست مديران شهري به مولفه اقتصاد توجه نشان دهند.

Urban regeneration is one of the most important strategies to show deprivation and routine within the city. Urban regeneration is a process that leads to the creation of new urban spaces while preserving the main spatial features (physical and functional). In other words, urban regeneration is a comprehensive and integrated view of a set of measures that lead to the solution of urban problems, in a way that creates a permanent improvement in the economic, physical and environmental conditions of the changed tissue. The main purpose of this article is to manage and plan the sustainable development of urban structures in Khorram Dareh. The main question of the article is whether urban regeneration has an impact on the sustainable urban development of Khor Dara? The method of this article is descriptive-analytical. The results show that sustainable development requires a stable economy and social system that resists shocks and guarantees welfare for future generations. Factors such as inflation, monopoly, poverty and environmental pollution indicate poor exploitation. From natural and economic resources and the deprivation of a large segment of society from the benefits obtained, which indicates the lack of equal opportunities and the existence of freedoms for all to use the available facilities, which encourages inequality and causes underdevelopment. According to the findings of the present study, the economic situation in the city of Khorram Dareh is moderate and most people with jobs such as employees, workers and agriculture say that; The economic situation of their city is a function of the country's macro-economy. Farmers, as an important group and producer of their livelihood, have considered themselves dependent on government programs and policies. Of course, it should not be overlooked that in recent years, many unemployed and educated young people are dissatisfied with their situation and said that in order to achieve sustainable urban development, city managers should first of all pay attention to the economic component.
