تحليل تهديدات خارجي تأثيرگذار بر توسعه و امنيت مناطق مرزي ايران (مطالعه موردي : استان خراسان جنوبي)

Analysis of Foreign Threats Affecting the Development and Security of Iran's Border Areas(Case study : South Khorasan Province)

توسعه و امنيت براي مناطق مرزي ايران، يكي از مسايل اصلي و مهم است كه بايد مورد توجه جدي مسئولان قرار بگيرد. اين مناطق همواره با معضلات و چالشهاي توسعه و امنيت مواجه هستند. اين مسأله، نگراني‌هاي امنيتي در مناطق شرقي را به يكي از معضلات اصلي براي ايران مبدل ساخته است. چرا كه مرزهاي شرقي ايران كه بسيار طولاني هستند با موضوعاتي از قبيل قاچاق مواد مخدر، ژئوپوليتيك آب، مسائل قومي و مذهبي و حضور كشورهاي بيگانه در كشورهاي همسايه دست به گريبانند. ايران از سمت شرق با دو كشور افغانستان و پاكستان هم‌مرز است؛ كشورهايي كه به دليل دوره‌هاي طولاني تنش و بي‌ثباتي، نقش زيادي در ايجاد ناامني در مناطق همجوار خود از جمله ايران دارند. نوشتار حاضر كوشيده به روش توصيفي– تحليلي، ريشه‌هاي ناامني و تهديدات خارجي تأثيرگذار بر توسعه و امنيت منطقه مرزي خراسان جنوبي را مورد تحليل قرار دهد. سوال اصلي مطرح شده اين است كه آمايش سرزمين استان خراسان جنوبي به عنوان منطقه مرزي در شرق كشور با چه تهديدات خارجي براي توسعه و ايجاد امنيت مواجه است؟ نتايج يافته‌هاي تحقيق حاكسيت كه قاچاق مواد مخدر، شرارات و ناامني، تروريسم، مسائل قومي و مذهبي و بي‌ثباتي سياسي افغانستان از مهمترين تهديدات خارجي فراروي توسعه و امنيت در مناطق مرزي ايران و افغانستان به ويژه در استان خراسان جنوبي محسوب مي‌گردد. لاجرم، آمايش سرزمين در استان خراسان جنوبي با مسايل و چالشهاي عديده‌اي مواجه است و توسعه و امنيت در اين استان، به نگاه و توجه ويژه دولت و مسئولان محلي نياز دارد.

Development and security for the border areas of Iran is one of the main and important issues that should be seriously considered by officials. This has made security concerns in the east one of Iran's main problems. Because Iran's eastern borders, which are very long, deal with issues such as drugs, water geopolitics, ethnic and religious issues, and the presence of foreign countries in neighboring countries. Iran is bordered by Afghanistan and Pakistan to the east; Countries that, due to long periods of tension and instability, play a major role in creating insecurity in their neighboring regions, including Iran. The present paper tries to analyze the roots of insecurity and threats to development and security in the border region of South Khorasan in a descriptive-analytical manner. The main question is what are the foreign threats to the development and security of South Khorasan province as a border region in the east of the country? Findings of the study show that drugs, evils and insecurity, terrorism, the presence of foreign forces in Afghanistan, ethnic and religious issues and political instability in Afghanistan are the most important threats to development and security in the border areas of Iran and Afghanistan, especially in South Khorasan province to be. Inevitably, land management in South Khorasan province faces many issues and challenges, and development and security in this province require special attention and attention of the government and local officials.
