هميشه شهرها به عنوان مكاني براي تأمين امنيت بشر در برابر حوادث و مخاطرات انساني و طبيعي بوده اند. اما تغييرات گسترده شهرها در طي دهه هاي اخير و تمركز بي محاباي جمعيت در مراكز شهري، شهرها را به محيطي مخاطره آميز تبديل كرده است. از اين رو، بحث تأمين امنيت شهروندان و دفاع از همه امكانات و تسهيلات شهري به شيوه هوشمند و برنامه ريزي شده، راه را براي مفهوم پدافند غير عامل شهري باز كرده است. هدف پژوهش حاضر، مجموعه راهبرد‌هاي پدافند غيرعامل متناسب با ساختار‌هاي (جغرافيايي، اقتصادي و اجتماعي) در مناطق شهري (مطالعه موردي: شهر چابهار) مي‌باشد. تحقيق حاضر بر اساس هدف، يك تحقيق توسعه‌اي، بر حسب ماهيت، از روش‌ كمي و بر حسب روش از نوع پيمايشي و نحوه اجراء توصيفي-تحليلي مي‌باشد. جهت تجزيه و تحليل اطلاعات از نرم افزار Expert choice و مدل SWOT استفاده شد. نتايج مدل SWOT نشان داد استراتژي‌هاي كلان بر اساس قاعده‌ي معمول با توه به اينكه ميانگين كل امتيازات تهديدات و ضعف‌ها بيشتر از ميانگين كل امتيازات فرصت‌ها و قوت‌ها باشد (WT

Cities have always been a place to ensure human security against human and natural disasters and dangers. But widespread urban sprawl in recent decades and the relentless concentration of population in urban centers have made cities a dangerous environment. Therefore, the discussion of ensuring the security of citizens and defending all urban facilities in a smart and planned way, has opened the way for the concept of passive urban defense. The purpose of this study is a set of passive defense strategies tailored to the structures (geographical, economic, and social) in urban regions (Case study: Chabahar city). The present research is a developmental research based on the purpose, in terms of nature, quantitative method and in terms of survey type and descriptive-analytical method. Expert choice software and SWOT model were used to analyze the data.
