سازوكارهاي جهاني با منطق ژئوپوليتيكي مقابله با تامين مالي تروريسم و جايگاه جمهوري اسلامي ايران

Global mechanisms with geopolitical logic to counter the financing of terrorism and the position of the Islamic Republic of Iran

پديده تروريسم يكي مهمترين تهديدات براي صلح و امنيت بين ­المللي است. برخورد با اين پديده نياز به يك استراتژي جامع و چند بعدي ملي و بين­المللي دارد. در سطح بين­ المللي بويژه از سال 2001 تمهيدات جدي براي مقابله با تروريسم ذيل شوراي امنيت سازمان ملل متحد انديشيده شده است. رژيم بين ­المللي مقابله با تروريسم ملل متحد شامل مقابله با تامين مالي تروريسم، منع ارسال سلاح و منع تردد و تحرك تروريست­ها مي باشد. مقابله با تامين مالي تروريسم اهميت ويژه­اي در سازوكارهاي بين­المللي مقابله با تروريسم دارد. جمهوري اسلامي ايران هم در معرض تهديدات جدي ناشي از تروريسم است و هم قرباني بزرگ اعمال تروريستي بوده است. از طرف ديگر اتهام به ايران در قالب حمايت از تروريسم صرفا در قالب روابط دوجانبه با معدودي قدرتهاي بزرگ قرار داشته، از ماهيتي ابزاري-سياسي برخوردار بوده و نمي تواند و نبايد مانع ديپلماسي فعال ايران در زمينه مقابله با تروريسم باشد. ايران از ابتداي ظهور و فراگير شدن تروريسم در منطقه ، نقش مهمي در مقابله با آنها و همكاري با رژيم بين ­المللي مقابله با تروريسم و تامين مالي آن داشته است. فعاليت­هاي ايران در زمينه مقابله با تامين مالي تروريسم در يك دهه گذشته بويژه ذيل همكاري با گروه ويژه اقدام مالي (FATF) تعريف مي­گردد. رژيم مقابله­ اي FATF بخش مهمي از رژيم مقابله اي شوراي امنيت ملل متحد است. تصويب قانون مبارزه با تامين مالي تروريسم گام مهمي در جهت نهادينه ساختن مقابله با تامين مالي تروريسم از طريق سازوكارهاي مبتني بر قوانين داخلي بود. ارزيابي FATF از وضعيت ايران در ارتباط با تامين مالي تروريسم بيانگر جايگاه ايران در اين خصوص چه از باب قوانين و مقررات و چه از باب فعاليت­هاي عملياتي ميداني مي باشد. مديريت شرايط و بهره­گيري از وضعيت بسيار مناسب ايران در زمينه مقابله با تروريسم ايجاب مي­نمايد كه سازوكارهاي بين­المللي مقابله با تامين مالي تروريسم بر اساس قوانين داخلي اجرا شده و ظرفيت­هاي آن در ديپلماسي و سياست خارجي پويا براي كشور بدرستي مورد بهره­برداري قرار گيرد.

The phenomenon of terrorism is one of the most important threats to international peace and security. Dealing with this phenomenon requires a comprehensive and multidimensional national and international strategy. At the international level, especially since 2001, serious measures have been taken to combat terrorism under the auspices of the UN Security Council. The United Nations International Counter-Terrorism Regime includes countering the financing of terrorism, banning the shipment of weapons, and banning the movement and movement of terrorists. Counter-terrorism financing is of particular importance in international counter-terrorism mechanisms. The Islamic Republic of Iran is both exposed to serious threats posed by terrorism and has been a major victim of terrorist acts. On the other hand, the accusation against Iran in the form of supporting terrorism is only in the form of bilateral relations with a few great powers, has an instrumental-political nature and can not and should not hinder Iran's active diplomacy in the field of counterterrorism. Since the emergence and spread of terrorism in the region, Iran has played an important role in countering them and cooperating with the international counter-terrorism regime and financing it. Iran's counter-terrorism financing activities over the past decade have been defined in particular in cooperation with the Financial Action Task Force (FATF). The FATF is an important part of the UN Security Council. The passage of the Anti-Terrorism Financing Law was an important step towards institutionalizing the fight against terrorist financing through mechanisms based on domestic law. The FATF's assessment of the situation in Iran in relation to terrorist financing reflects Iran's position in this regard, both in terms of laws and regulations and in terms of field operations. Managing the situation and taking advantage of Iran's excellent counter-terrorism situation requires that international counter-terrorism financing mechanisms be implemented in accordance with domestic law and that its capacities in dynamic diplomacy and foreign policy be properly exploited for the country.
