چكيده فارسي :
ﻫﺪف ﮐﻠﯽ ﭘﮋوﻫﺶ ﺣﺎﺿﺮ، ﺷﻨﺎﺳﺎﯾﯽ و رﺗﺒﻪ ﺑﻨﺪي اﺑﻌﺎد ﺳﯿﺎﺳﺖﮔﺬاري ﺟﻬﺖ ارﺗﻘﺎي آﻣﻮزش ﮐﺎرﮐﻨﺎن ) ﻧﻤﻮﻧﻪ ﭘﮋوﻫﺶ : اداره ﮐﻞ اﻣﻮر ﻣﺎﻟﯿﺎﺗﯽ اﺳﺘﺎن ﻣﺎزﻧﺪران( ﺑﻮد. اﯾﻦ ﭘﮋوﻫﺶ از ﻧﻈﺮ ﻫﺪف، ﮐﺎرﺑﺮدي اﺳﺖ ﮐﻪ ﺑﺎ روﯾﮑﺮد آﻣﯿﺨﺘﻪ )ﮐﯿﻔﯽ و ﮐﻤﯽ( ﺑﺎ ﻃﺮح اﮐﺘﺸﺎﻓﯽ اﻧﺠﺎم ﺷﺪ. در ﺑﺨﺶ ﮐﻤﯽ از روش ﺗﻮﺻﯿﻔﯽ از ﻧﻮع ﭘﯿﻤﺎﯾﺸﯽ اﺳﺘﻔﺎده ﺷﺪ. ﺟﺎﻣﻌﻪ آﻣﺎري آن را در ﺑﺨﺶ ﮐﯿﻔﯽ، ﻣﺪﯾﺮان و ﺧﺒﺮﮔﺎن ﺳﺎزﻣﺎن اﻣﻮر ﻣﺎﻟﯿﺎﺗﯽ اﺳﺘﺎن ﻣﺎزﻧﺪران ﺑﻪ ﺗﻌﺪاد 20 ﻧﻔﺮ و در ﺑﺨﺶ ﮐﻤﯽ، ﮐﺎرﮐﻨﺎن ﺳﺎزﻣﺎن اﻣﻮر ﻣﺎﻟﯿﺎﺗﯽ اﺳﺘﺎن ﻣﺎزﻧﺪران ﺑﻪ ﺗﻌﺪاد 1075 ﻧﻔﺮ ﺗﺸﮑﯿﻞ دادﻧﺪ ﮐﻪ در ﺑﺨﺶ ﮐﯿﻔﯽ از روش ﻧﻤﻮﻧﻪﮔﯿﺮي ﻫﺪﻓﻤﻨﺪ و ﺑﺎ در ﻧﻈﺮ ﮔﺮﻓﺘﻦ ﻗﺎﻧﻮن اﺷﺒﺎع ﺗﻌﺪاد 10 ﻧﻔﺮ و در ﺑﺨﺶ ﮐﻤﯽ ﺑﺮ اﺳﺎس ﻓﺮﻣﻮل ﮐﻮﮐﺮان، ﺗﻌﺪاد 283 ﻧﻔﺮ ﺑﺎ روش ﻧﻤﻮﻧﻪﮔﯿﺮي ﺗﺼﺎدﻓﯽ ﻃﺒﻘﻪاي ﺑﻪﻋﻨﻮان ﻧﻤﻮﻧﻪ اﻧﺘﺨﺎب ﺷﺪﻧﺪ. ﺟﻬﺖ ﺟﻤﻊآوري دادهﻫﺎ از ﭘﺮﺳﺸﻨﺎﻣﻪ ﻣﺤﻘﻖ ﺳﺎﺧﺘﻪ ﺑﺎ 40 ﺳﺆال اﺳﺘﻔﺎده ﺷﺪ. رواﯾﯽ ﺻﻮري و ﻣﺤﺘﻮاﯾﯽ اﺑﺰار ﺑﻪ ﺗﺄﯾﯿﺪ ﻣﺘﺨﺼﺼﺎن رﺳﯿﺪ و ﭘﺎﯾﺎﯾﯽ ﺗﺮﮐﯿﺒﯽ و آﻟﻔﺎي ﮐﺮوﻧﺒﺎخ آﻧﻬﺎ ﻧﯿﺰ ﺑﺎﻻي 0/7 ﻣﺤﺎﺳﺒﻪ ﺷﺪ ﮐﻪ ﻣﻮرد ﺗﺄﯾﯿﺪ ﻗﺮار ﮔﺮﻓﺖ. ﺑﺮاي ﺗﺠﺰﯾﻪ و ﺗﺤﻠﯿﻞ دادهﻫﺎ از آزﻣﻮنﻫﺎي ﺗﺤﻠﯿﻞ ﻋﺎﻣﻠﯽ اﮐﺘﺸﺎﻓﯽ و ﺗﺤﻠﯿﻞ ﻋﺎﻣﻠﯽ ﺗﺄﯾﯿﺪي ﺑﺎ اﺳﺘﻔﺎده از ﻧﺮم اﻓﺰارﻫﺎي SPSS21 و PLS اﺳﺘﻔﺎده ﺷﺪه اﺳﺖ. ﻧﺘﺎﯾﺞ ﻧﺸﺎن داد ﮐﻪ؛ ﺳﯿﺎﺳﺖﮔﺬاري داراي 5 ﺑﻌﺪ »آﯾﻨﺪهﻧﮕﺮي، ﭼﺸﻢاﻧﺪاز اﺳﺘﺮاﺗﮋﯾﮏ، ﻣﺪﯾﺮﯾﺖ داﻧﺶ، ﺑﺮﻧﺎﻣﻪرﯾﺰي و ﺳﺎﺧﺘﺎر ﺳﺎزﻣﺎن« اﺳﺖ و ﺑﻌﺪ ﭼﺸﻢاﻧﺪاز اﺳﺘﺮاﺗﮋﯾﮏ ﺑﺎ ﺑﺎرﻋﺎﻣﻠﯽ 0/863 داراي رﺗﺒﻪ ﺑﯿﺸﺘﺮ و ﺑﻌﺪ ﺳﺎﺧﺘﺎر ﺳﺎزﻣﺎن ﺑﺎ ﺑﺎرﻋﺎﻣﻠﯽ 0/435 داراي رﺗﺒﻪ ﮐﻤﺘﺮ اﺳﺖ.
چكيده لاتين :
The aim of the present research was to identify and rank policy making dimensions for improving staff training in case of Tax office of Mazandaran Province. In terms of purpose, the study was applied with a mixed-methods approach and exploratory design. In the quantitative phase descriptive survey method of inquiry was employed. The population, in the qualitative phase, consisted of managers and experts at the provincial Tax Office of Mazandaran totaling to 20 people. In the quantitative phase the population included 1075 individuals. In the qualitative phase purposive sampling was utilized considering the saturation law which yielded a sample of 10 individuals and in the quantitative phase, following Cochran’s formula, 283 individuals were recruited by using random stratified sampling. To collect the data, a researcher –made questionnaire with 40 items was used. Face and content validity of the instrument were confirmed by experts. Also, the reliability of it was calculated to be over 0.70 using Cronbach’s alpha. In order to analyze the data, exploratory and confirmatory factor analyses using SPSS 21 and PLS were run. The results indicated that policy making has five dimensions of forethought, strategic vision, knowledge management, planning, and organization structure. Dimension of strategic vision with 0.863 factor loading and organization structure with 0.435 factor loading obtained the highest and lowest ranks respectively.
