مفهوم و كاربرد انعطاف پذيري در اقتصاد مقاومتي با رويكرد سرمايه انساني

The concept and application of resilience in a resistance economy with a human capital approach

با وجود شهرت و عموميت مفهوم تاب آوري در مراكز علمي و تحقيقاتي و برنامه هاي سياستي، محدوديتهايي در درك اين مفهوم وجود دارد. به عنوان نمونه، اين كه چگونه اين مفهوم عملياتي مي شود و يا اينكه عوامل تعيين كننده اين مفهوم چگونه اندازه گيري مي شوند، خيلي واضح و روشن نيست. اين مقاله تلاش مي كند تا يك چارچوب مفهومي و روش شناختي را براي تحليل، اندازه گيري و نقشه راه انعطاف پذيري با رويكرد سرمايه‌اي بويژه سرمايه انساني توسعه دهد. اين مقاله به سه هدف متمركز مي-شود. اول، ارائه يك تعريف عمومي از مفهوم انعطاف پذيري با تأكيد بر سرمايه انساني. دوم، مرور چارچوبهايي كه براي اندازه گيري اقتصاد مقاومتي بكار گرفته مي‌شود و سوم، روشهاي موجود براي توسعه شاخصهاي انعطاف پذيري را ارزيابي كرده و براساس اين مطالعه يك روش اندازه‌گيري اقتصاد مقاوم و انعطاف پذير را پيشنهاد مي كند و نهايتاً بصورت خلاصه پيشنهاداتي ارائه مي‌شود. شايان ذكر است كه تمركز اصلي اين مقاله بر آسيب پذيري و انعطاف پذيري جامعه و اقتصاد با تاكيد بر سرمايه انساني است.

Despite the recent popularity and frequent use of the resilience concept in the academic, research, and policy programs, there is a limited theoretical understanding of this concept. For instance, it is not clear how this concept should be operationalized and what its determinant factors are or how they can be measured. This paper is an attempt to develop a conceptual and methodological framework for the analysis, measurement, and mapping of resilience. The paper specifically intends to archive three objectives. Firstly, it examines the general definitional issues of the concept of resilience with a focus on human capital. Secondly, it reviews the frameworks that are currently used to measure community resilience. Thirdly, it evaluates the existing methods that are used to develop resilience indices, and based on this review, a methodology on how to measure community resilience is proposed. Finally, it summarizes the limitations and recommendations for further improvement of the methodology. The major core of this article is on the Community and resilience economy emphasizing on human capital.
