بررسي نقش زمان در سياست‌گذاري عمومي

A Study of the Role of Time in Public Policy Making

هدف پژوهش حاضر بررسي نقش زمان در سياست‌گذاري عمومي است. سوال اصلي پژوهش اين است كه چرا بايد به زمان در تدوين و اجراي سياست‌ها اهميت داد؟ روش پژوهش توصيفي- تحليلي بوده و نتايج نشان داد كه تدوين و اجراي سياست‌ها فرآيندهايي هستند كه در آن سياست اتخاذ شده بايد از لحاظ زمان، هزينه‌ها و منابع، به دقت در ابتداي امر بررسي و تحليل گردند، تا در صورت امكان به كاهش زمان اين فرايندها اقدام نمود. موضوع در جايي مهم و بغرنج مي‌گردد كه زمان در تصويب طرح‌ها و برخي سياست‌ها كه نياز به قانوني شدن دارند، به علت وجود ساختارهاي متعدد دخيل در امر قانونگذاري طولاني مي‌شود. سياست‌گذار بايد با بذل توجه ويژه به زمان در هر مرحله از سياست‌گذاري از شناخت مشكل گرفته تا تدوين، اجرا و ارزيابي سياست به عنوان چرخه‌هاي سياست‌گذاري از اين آفت‌ها و آسيب‌ها دوري نمايد تا بر اثربخشي و كارآمدي سياست‌ها بيافزايد.

The purpose of the present study is to review the role of time in public policy making. The main research question is why we should pay attention to time in the formulation and execution of policies. The method of study is descriptive analysis and the results showed that the formulation and execution of policies are procedures which basically analyze the adopted policies in terms of time, cost, and resources so that we can undertake measures to decrease their needed time if possible. This subject becomes significant and complicated where lengthy time delay occurs in approving some plans and policies due to various structures involved in the legislation. The policy maker should avoid these harms by paying special attention to time in each of the stages of policy making from recognizing the problem to formulation, execution, and evaluation of the policies in the policy making circles to enhance their efficiency and efficacy.
