هدف و زمينه: مطالعه و فهم وضعيت مقوله «شهروندي» در برنامه هاي اول تا ششم توسعه اقتصادي، اجتماعي و فرهنگي ج.ا. ا. و ارائه سياست هاي راهبردي براي برنامه هفتم توسعه هدف اصلي اين پژوهش است . روش: روش اين تحقيق توصيفي- تحليلي است و از تكنيك تحليل محتوا به منظور تحليل متن برنامه هاي اول تا ششم توسعه اقتصادي، اجتماعي و فرهنگي ج.ا.ا استفاده نموده است. يافته ها: نتايج تحقيق نشان مي دهد با رجوع به ميزان توزيع فراواني نسبي ابعاد شهروندي در برنامه هاي اول تا ششم توسعه بعد حقوق شهروندي به مقدار 36/61 درصد نسبت به بعد مسئوليت هاي شهروندي با مقدار 64/38 درصد از وضعيت بهتر و بالاتري برخوردار است. به عبارت ديگر، بعد حقوق شهروندي به طور نسبي نزديك به دو برابر بيشتر از مسئوليت هاي شهروندي مورد تأكيد قرار گرفته است. نتيجه گيري: پراكندگي سياست ها و اهداف برنامه ها نسبت به مقوله شهروندي چنان گسترده است كه نمي توان مدعا نمود كه در اين برنامه ها يعني از برنامه اول تا ششم توسعه روندي تكاملي و مشخصي از توجه و برنامه ريزي در خصوص همه مولفه ها و شاخص هاي حقوق و مسئوليت هاي شهروندي وجود دارد. وضعيت مقوله شهروندي در برنامه هاي اول تا ششم توسعه، ضمن پراكندگي، همچنين از سطح اندكي از توجه و تاكيد برخوردار است كه اميد است در برنامه هاي آتي توسعه يعني برنامه هفتم اين موضوع مورد بازبيني و در نهايت برنامه ريزي در راستاي شموليت و توجه مناسب به مقوله شهروندي و ابعاد آن مورد تاكيد قرار گيرد.

Purpose and Background: Studying and understanding the status of "citizenship" in the first to sixth economic, social and cultural development programs of the Islamic Republic of Iran. ا. an‎d providing strategic policies for the Seventh Development Plan is the main purpose of this study. Method: The method of this research is descriptive-analytical and it has used the content analysis technique in order to analyze the text of the first to sixth programs of economic, social and cultural development of the Islamic Republic of Iran. Findings: The results show that referring to the relative frequency distribution of the dimensions of citizenship in the first to sixth development plans, the dimension of citizenship rights in the amount of 61.36% compared to the dimension of citizenship responsibilities in the amount of 38.64% of a better and higher situation. Enjoys. In other words, the dimension of citizenship rights is relatively nearly twice as much emphasized as citizenship responsibilities. Conclusion: The distribution of policies and goals of programs in relation to the category of citizenship is so wide that it can not be claimed that in these programs, ie from the first to the sixth development plan, a specific evolutionary process of attention and planning regarding all components and indicators. There are rights and responsibilities of citizenship. The situation of citizenship in the first to sixth development plans, while scattered, also has a small level of attention and emphasis, which is hoped in future development plans, the seventh plan, this issue will be reviewed and finally planning in the direction of inclusion and proper attention.
