The role of law enforcement management in preventing conflicts and disputes caused by civil disputes in Koohrang city

ﻧﺰاع و درﮔﯿﺮي از ﺟﻤﻠﻪ ﺟﺮاﯾﻤﯽ اﺳـﺖ ﮐـﻪ ﻣـﯽ ﺗﻮاﻧـﺪ اﻣﻨﯿـﺖ اﺟﺘﻤـﺎﻋﯽ را در ﺟﺎﻣﻌـﻪ ﻣﺨﺘـﻞ ﮐﻨـﺪ. ﻧـﺰاع دﻻﯾـﻞ زﯾــﺎدي دارد و ﯾﮑــﯽ از دﻻﯾــﻞ آن ﻧﺎﺷــﯽ از اﺧﺘﻼﻓــﺎت ﻣﻠﮑــﯽ اﺳــﺖ. اﯾــﻦ ﭘــﮋوﻫﺶ ﺑــﺎ ﻫــﺪف ﺑﺮرﺳــﯽ ﻧﻘــﺶ ﻣﺪﯾﺮﯾﺖ اﻧﺘﻈﺎﻣﯽ در ﭘـﯿﺶ ﮔﯿـﺮي از ﻧـﺰاع و درﮔﯿـﺮي ﻧﺎﺷـﯽ از اﺧﺘﻼﻓـﺎت ﻣﻠﮑـﯽ در ﺷﻬﺮﺳـﺘﺎن ﮐﻮﻫﺮﻧـﮓ اﻧﺠـﺎم ﺷـﺪ . ﭘـﮋوﻫﺶ ﺣﺎﺿـﺮ از ﻧﻈــﺮ ﻫـﺪف از ﻧـﻮع ﮐــﺎرﺑﺮدي، از ﻧﻈـﺮ روش ﭘـﮋوﻫﺶ از ﻧــﻮع ﺗﻮﺻـﯿﻔﯽ – ﻫـﻢ ﺑﺴــﺘﮕﯽ و ﺑﻪ ﻟﺤـﺎظ ﺷـﯿﻮه ﺟﻤـﻊ آوري اﻃﻼﻋـﺎت در زﻣـﺮه ﭘـﮋوﻫﺶ ﻫـﺎي ﻣﯿـﺪاﻧﯽ )ﭘﯿﻤﺎﯾﺸـﯽ( اﺳـﺖ . ﺑـﻪ ﻣﻨﻈـﻮر ﺟﻤـﻊ آوري اﻃﻼﻋﺎت از ﯾﮏ ﭘﺮﺳﺶ ﻧﺎﻣﻪ ﻣﺤﻘﻖ ﺳـﺎﺧﺘﻪ در ﺳـﻪ ﻣﺆﻟﻔـﻪ ﻣﺴـﺌﻮﻟﯿﺖ ﭘـﺬﯾﺮي ﭘﻠـﯿﺲ، ﺗﻌﺎﻣـﻞ ﺑـﺎ ﺳـﺎﯾﺮ ﺳـﺎزﻣﺎن ﻫـﺎ و ﺿـﺎﺑﻄﻪ ﻣﻨــﺪي ﭘﻠـﯿﺲ و در 22 ﮔﻮﯾــﻪ ﺗـﺪوﯾﻦ ﺷــﺪ. ﺟﺎﻣﻌـﻪ آﻣــﺎري اﯾـﻦ ﭘــﮋوﻫﺶ در دو ﺑﺨـﺶ ﺷــﺎﻣﻞ ﺗﻤــﺎﻣﯽ ﮐﺎرﮐﻨــﺎن ﻓﺮﻣﺎﻧــﺪﻫﯽ اﻧﺘﻈــﺎﻣﯽ ﺷﻬﺮﺳــﺘ ﺎن ﮐﻮﻫﺮﻧــﮓ ﺑــﺎﻟﻎ ﺑــﺮ 81 ﻧﻔــﺮ و و ﺷــﻬﺮوﻧﺪان داراي ﭘﺮوﻧــﺪه ﻧــﺰاع و اﺧﺘﻼف ﻣﻠﮑﯽ از ﺳـﺎل 1397 ﺗـﺎ 1399 ﺑـﺎﻟﻎ ﺑـﺮ 720 ﻧﻔـﺮ ﺑـﻮده اﻧـﺪ . ﺑـﺮ اﺳـﺎس ﻓﺮﻣـﻮل ﮐـﻮﮐﺮان ﺗﻌـﺪاد ﻧﻤﻮﻧـﻪ آﻣﺎري ﺷﻬﺮوﻧﺪان ﺑـﻪ ﺗﻌـﺪاد 250 ﻧﻔـﺮ و ﺑـﺮاي ﺟﺎﻣﻌـﻪ ﮐﺎرﮐﻨـﺎن 81 ﻧﻔـﺮ ﺗﻌﯿـﯿﻦ ﺷـﺪ. رواﯾـﯽ ﺑـﺎ ﺗﺄﯾﯿـﺪ ﻧﺨﺒﮕـﺎن اﻧﺠــﺎم و ﭘﺎﯾــﺎﯾﯽ ﻧﯿــﺰ ﺑــﺎ ﺿــﺮي ﮐﺮوﻧﺒــﺎخ ﺑــﯿﺶ ﺗــﺮ از 0/70 ﺗﺄﯾﯿــﺪ ﺷــﺪ. ﺗﺠﺰﯾــﻪ و ﺗﺤﻠﯿــﻞ داده ﻫــﺎ ﺑــﺎ اﺳــﺘﻔﺎده از ﻧـﺮم اﻓـﺰار SPSS ﺻـﻮرت ﮔﺮﻓـﺖ و ﺑـﺮاي ﺗﺠﺰﯾـﻪ و ﺗﺤﻠﯿـﻞ داده ﻫـ ﺎ از آﻣـﺎر ﺗﻮﺻـﯿﻔﯽ و ﭘﯿﻤﺎﯾﺸـ ﯽ اﺳـﺘﻔﺎده ﺷـﺪ. ﯾﺎﻓﺘــﻪ ﻫــﺎ ﻧﺸــﺎن داد ﺑــﯿﻦ ﻣــﺪﯾﺮﯾﺖ اﻧﺘﻈــﺎﻣﯽ در ﺳــﻪ ﻣﺆﻟﻔــﻪ ﻣﺴــﺌﻮﻟﯿﺖ ﭘــﺬﯾﺮي ﭘﻠــﯿﺲ، ﺗﻌﺎﻣــﻞ ﭘﻠــﯿﺲ و ﺿﺎﺑﻄﻪ ﻣﻨﺪي ﭘﻠـﯿﺲ در ﭘـﯿﺶ ﮔﯿـﺮي از ﻧـﺰاع و درﮔﯿـﺮي ﻧﺎﺷـﯽ از اﺧﺘﻼﻓـﺎت ﻣﻠﮑـﯽ راﺑﻄـﻪ ﻣﻌﻨـﺎدار وﺟـﻮد دارد. ﯾﺎﻓﺘﻪ ﻫﺎي ﺗﺤﻠﯿﻞ رﮔﺮﺳﯿﻮن ﺑﯿـﺎن ﮔـﺮ اﯾـﻦ اﺳـﺖ ﮐـﻪ ﻣـﺪﯾﺮﯾﺖ اﻧﺘﻈـﺎﻣﯽ و ﻣﺆﻟﻔـﻪ اي آن ﻗـﺎدر ﺑـﻪ ﭘـﯿﺶ ﺑﯿﻨـﯽ 27 درﺻﺪ از ﻧﺰاع ﻫﺎي ﻧﺎﺷﯽ از اﺧﺘﻼﻓـﺎت ﻣﻠﮑـﯽ ﻫﺴـﺘﻨﺪ. ﻧﺘـﺎﯾﺞ ﻧﺸـﺎن داد ﺗﻘﻮﯾـﺖ ﻣـﺪﯾﺮﯾﺖ ا ﻧﺘﻈـﺎﻣﯽ و ﻣﺆﻟﻔـﻪ ﻫـﺎي آن ﺷـﺎﻣﻞ ﻣﺆﻟﻔــﻪ ﻣﺴـﺌﻮﻟﯿﺖ ﭘــﺬﯾﺮي ﭘﻠـﯿﺲ، ﺗﻌﺎﻣــﻞ ﭘﻠـﯿﺲ و ﺿــﺎﺑﻄﻪ ﻣﻨـﺪي ﭘﻠــﯿﺲ در ﺷﻬﺮﺳـﺘﺎن ﻣــﯽ ﺗﻮاﻧــﺪ در ﭘﯿﺶ ﮔﯿﺮي از ﻧﺰاع ﻫﺎي ﻧﺎﺷﯽ از اﺧﺘﻼﻓﺎت ﻣﻠﮑﯽ ﻣﺆﺛﺮ واﻗﻊ ﺷﻮد.

Conflict is one of the crimes that can disrupt social security in society. There are many reasons for conflict, and one of the reasons is due to property disputes. The aim of this study is investigating the role of police management in preventing conflicts caused by Property disputes in Koohrang Township. The present research is applied descriptive-correlational in terms of research method and field research (survey) in terms of data collection method. In order to collect information we used a self-made questionnaire in three components of police accountability, police discipline and the interaction of police with other organizations, which was compiled in 22 items. Data was analyzed using SPSS software and descriptive survey statics were benefit to analyze the data. The results indicated that there is a significant relationship between police management in the three components of police accountability, police interaction and police discipline in preventing conflicts caused by Property disputes. The findings of regression analysis show that disciplinary and component management are able to predict 27% of conflicts caused by Property disputes. It had been showed that strengthening police management and it's components, including the components of police accountability, police interaction and police discipline in the township could be effective in preventing such conflicts.
