Urban design in passive defense(Case study: Birjand city)

در جهان امروز، مبحث پدافند غير عامل به قدري داراي اهميت است كه كشورهاي توسعه يافته بخش مهمي از برنامه ريزي هاي جامع و ملي خود را به آن اختصاص ميدهند. در كشور هاي در حال توسعه همچون ايران كه زير ساخت هاي شهري هنوز در حال احداث است، ضرورت توجه به پدافند غير عامل شهري براي كاهش حجم خسارات بشتر مورد توجه است، لذا آمادگي در برابر سوانح، بسيار مهم مي باشد. مقاله حاضر در دو بخش تدوين گرديده است. بخش اول به تعريف واژه پدافند غير عامل پرداخته شده و سپس الزامات و تمهيدات برنامه ريزي و طراحي معماري با رعايت اصول پدافند غير عامل مورد بررسي قرار گرفته و در بخش دوم به معماري و شهرسازي شهر بيرجند و آسيب پذيري آن مي پردازد و مقايسه آن با شهر همدان صورت پذيرفته است

In today's world, the issue of passive defense is so important that developed countries devote an important part of their comprehensive and national planning to it. In developing countries such as Iran, where urban infrastructure is still under construction, the need to pay attention to passive urban defense to reduce the amount of damage is more important, so disaster preparedness is very important. The present article has been compiled in two parts. The first part defines the term passive defense and then the requirements and arrangements of architectural planning and design with respect to the principles of passive defense are examined and in the second part deals with the architecture and urban planning of Birjand and its vulnerability and compares it with The city of Hamedan has taken place. In the end, while concluding, he has presented some solutions as a suggestion.
