بازتاب و تأثير بازارچه‌هاي مرزي در امنيت، اشتغال، گردشگري و توسعة مناطق مرزي شمال غرب و غرب كشور (موردمطالعه؛ بازارچة مرزي سردشت و باشماق)

Reflection and Impact of Border Markets on Security, Employment, Tourism and Development of the Northwest and West Border Areas of the Country (Case Study: Sardasht and Bashmaq Border Markets)

در مقالة حاضر به بررسي و واكاوي روابط و وابستگي اهميت‌آفرين بين بازارچه‌هاي مرزي و روستاهاي پيرامون اقدام شده است. از مشكلات عمدة مناطق مرزي غرب ايران مي‌توان به بيكاري و عدم اشتغال‌زايي و درنتيجة آن مشكلات اجتماعي ـ فرهنگي و اقتصادي اشاره كرد كه بيكاري باعث افزايش اشتغال كاذب مثل كولبري، افزايش ميزان طلاق، خودكشي و همين‌طور قاچاق شده است. هدف غايي از اين مقاله، بررسي تأثير و اهميت بازارچه‌هاي مرزي سردشت و باشماق در ارتقاي وضعيت مناطق روستايي مرزنشين در حوزه‌هاي مختلف امنيت، اشتغال و گردشگري به‌صورت تفكيك‌شده با نگاه كلي به بازارچه‌هاي مذكور است. روش‌ها: اين تحقيق از نوع توصيفي-تحليلي است كه به روش نظري و از طريق بررسي منابع مكتوب و جستجوي رايانه‌اي، مقالات علمي و پژوهشي و فصلنامه‌ها در پيشينة نگاشته‌هاي مرتبط با موضوع تهيه و تنظيم شده است. يافته‌ها: ازآنجايي‌كه بيشتر روستاهاي مرزي دور از مركزند و باوجود ناامني‌هاي مختلف احتمالي و انزواي جغرافيايي، با مشكلات متعدد اقتصادي و حتي اجتماعي فرهنگي روبه‌رو هستند، بازارچه‌هاي مرزي را مي‌توان به‌عنوان يكي از اهرم‌هاي مهم توسعة پايدار در نواحي مرزي به شمار آورد كه مي‌توانند تأثير بسياري بر روستاهاي پيرامون خود داشته باشند. نتيجه‌گيري: از دغدغه‌هاي مهم و اساسي دولت‌ها و برنامه‌ريزان توسعه در قرن حاضر، توسعة روستا است؛ توسعة يكپارچه و عدالت‌محور يا همان حكمروايي شايسته كه به دنبال تمركززدايي باشد، به‌طوري‌كه از تمركز سرمايه در يك منطقه و ناحيه و رشد ناهمگون جامعه جلوگيري كند و از ديدگاه اقتصادي كارآمد و مفيد باشد. بر همين اساس براي تحقق توسعة پايدار روستايي كه نيازمند تحكيم، تقويت و تثبيت يكپارچگي، هويت و امنيت ملي است، الزامي و پرواضح است كه مناطق محروم و دورافتاده ازنظر برنامه‌هاي توسعه‌اي از حق مسلم و مزاياي توسعه‌يافتگي در بستر امنيت پايدار و رونق گردشگري روستايي و اشتغال آفريني در اين زمينه و عرصه‌هاي گوناگون برخوردار شوند.

In the present article, the relations and significant dependencies between the border markets and the surrounding villages have been investigated. One of the main problems in the western border regions of Iran is unemployment and lack of job creation, and as a result, socio-cultural and economic problems that unemployment has increased false employment such as Kolbari, increasing divorce rates, suicide and trafficking. The ultimate goal of this article is to investigate the impact and importance of Sardasht and Bashmaq border markets in promoting the situation of rural border areas in different areas of security, employment and tourism in a separate way with an overview of these markets.
Methods: This research is a descriptive-analytical study that has been prepared theoretically by reviewing written sources and computer search, scientific and research articles and quarterly journals in the background of related writings.
Findings: Since most border villages are far from the center and despite various possible insecurities and geographical isolation, they face many economic and even socio-cultural problems, border markets can be considered as one of the important levers of sustainable development in border areas which can have a great impact on the surrounding villages.
Conclusion: One of the most important and fundamental concerns of governments and development planners in the present century is rural development; Integrated and justice-oriented development, or proper governance, that seeks to decentralize, so as to prevent the concentration of capital in a region and area and the heterogeneous growth of society, and to be economically efficient and useful. Accordingly, in order to achieve sustainable rural development, which requires the consolidation, strengthening and consolidation of national unity, identity and security, it is necessary and clear that deprived and remote areas in terms of development plans of inalienable rights and development benefits in the context of sustainable security, rural tourism and employment in this field and various fields.
