بررسي جايگاه بي‌تفاوتي سياسي در مشاركت مردمي و حقوق عامه

Investigating the place of political indifference in popular participation and public rights

كشورها همواره درصدد دست‌يابي به توسعه بوده‌اند و تمام تلاش و كوشش خود را جهت دستيابي ‌به آن انجام مي­دهند؛ هرچند هموار در بحث توسعه تكيه‌بر انواع آن بوده است و بسياري بر تقدم توسعة اقتصادي به توسعة سياسي، برخي بر تقدم توسعة سياسي بر توسعة اقتصادي و برخي بر تقدم توسعة فرهنگي بر توسعة سياسي و اقتصادي تأكيددارند؛ اما آنچه در اين راستا مي­توان مهم تلقي كرد، اين است كه بدون مشاركت سياسي افراد يك جامعه نمي­توان چشم‌انداز مناسبي‌براي ‌آيندة كشور متصور شد. در همة جوامع، مسئلة نظم، امنيت اجتماعي و رعايت حقوق عامه هم براي دولت و حاكميت و هم براي مردم مسئلة مهمي بوده است. روابط انسان‌ها در جامعه بر نظم و قاعده‌هاي خاصي استوار است و شيوه‌هاي رسمي و غيررسمي نظارت و كنترل اجتماعي براي حفظ نظم و امنيت اجتماعي تدارك ديده ‌شده است. اين مقاله درصدد پاسخ به اين پرسش‌ها برآمده است كه بي‌تفاوتي سياسي چه جايگاهي در حقوق عامه و مشاركت مردمي دارد؟ كه نگارندگان تحقيق با روش تحليلي- توصيفي و كتابخانه‌اي به بررسي مفاهيم بي‌تفاوتي سياسي و مشاركت‌هاي اجتماعي به اين نتيجه رسيده‌اند كه بي‌تفاوتي سياسي مي‌تواند خسارات جبران‌ناپذيري را در راستاي تعديل حقوق عامه و مشاركت‌هاي مردمي ايجاد كند؛ بنابراين با كاهش مشاركت‌هاي مردمي و نيز افزايش بي‌تفاوتي سياسي مي‌توان اظهار داشت كه برخي از قواعد و چارچوب‌هاي حاكم بر نظم و حقوق عامه ناديده گرفته مي‌شود.

Countries have always sought to achieve development and make every effort to achieve it; Although it has always relied on its variants in the discussion of development, and many emphasize the priority of economic development over political development, some emphasize the priority of political development over economic development, and some emphasize the priority of cultural development over political and economic development; But what can be considered important in this regard is that without the political participation of the people of a society, a suitable vision for the future of the country can not be imagined. In all societies, the issue of order, social security and the observance of public rights has been an important issue for both the government and the people. Human relations in society are based on certain rules and regulations, and formal and informal methods of social monitoring and control are provided to maintain social order and security. This article seeks to answer the questions: What is the place of political indifference in public rights and popular participation? The authors of the research, using analytical-descriptive method and a library examining the concepts of political indifference and social participation, have concluded that political indifference can cause irreparable damage in terms of regulating public rights and public participation; Therefore, with the decrease of popular participation and the increase of political indifference, it can be stated that some rules and frameworks governing public order and rights are ignored.
