زماني كه يك عهد نامه بينالمللي مصونيتي براي ماموران سياسي در خاك كشور پذيرنده يا محل ماموريت قرار دهد، رفتار بزه كارانه مامور نيز داراي مصونيت هايي خواهد شد كه به موجب آن مصونيت، امكان تعقيب، بازداشت و محاكمه مامور وجود نخواهد داشت. اما با توجه به ضلع ديگر بزه يعني بزه ديده، وضعيت وي ايجاب مي نمايد كه شرايطي ايجاد گردد كه حقوق وي پايمال نشده و وي بيشتر از آنچه كه هست در ورطه مشكلات گرفتار نشود. بنابراين با توجه به اعلاميه جهاني حقوق بشر و همچنين قواعد حقوق شهروندي و همچنين ارزش و كرامات انساني روش هايي براي احقاق حقوق بزه ديده بايستي مدنظر قرار بگيرد، تا وي بتواند حقوق از دست رفته خود را باز يافته و خسارات وارد شده بر وي جبران شده و وضعيت وي به حالت قبل از وقوع جرم برگردد. بنابراين براي احقاق حقوق بزه ديده در چنين شرايطي برخي اقدامات از جمله مشاوره، همراهي، حمايت، رايزني سياسي با دولت متبوع مامور و مسائلي از اين دست صورت گيرد تا بزه ديده بتواند براحت به دنبال احقاق حفوق خود باشد.
