بررسي تاثير مدل طراحي امنيت محيطي براي اتخاذ تدابير لازم براي افزايش امنيت اجتماعي شهروندان با رويكرد نخبگان انتظامي (مطالعه موردي شهر قزوين)

The Impact of Environmental Security Design Model on Urban Management Decision Making to Take Necessary Measures to Increase Citizens' Urban Security (Case Study of Qazvin City)

رشد شتابان جمعيت شهرنشين مسائل و مشكلات فراواني را در شهرها درپي داشته كه وقوع انواع ناهنجاري هاي اجتماعي از آن جمله است، به طوري كه امروزه افزايش جرم و جنايت، امنيت و آسايش شهروندان را تهديد مي كند .معمولاً اعمال مجرمانه در قسمت هايي از شهر بيشتر اتفاق مي افتد. چون مجرمين در انتخاب مكان بسيار سنجيده عمل مي كنند و مكان هايي را جهت اعمال مجرمانه خود برمي گزينند كه ارتكاب جرم در آن با خطر كمتر و سرعت بيشتر امكان پذير باشد. به همين برنامه ريزان شهري بايد توجه ويژه اي به موضوع داشته باشند. پيشگيري از جرم از طريق طراحي محيطي از تكنيك هايي است كه مي تواند در اين راستا به برنامه ريزان كمك نمايد. طراحي امنيت محيطي به طراحي مناسب و كاربري مؤثر از فضا و محيط ساخته شده، جهت كاهش اعمال مجرمانه، تأكيد دارد. نتايج تحقيق حاكي از آن است كه توجه به اصول و شاخص هاي طراحي بهينه محيط و مساعدت شهرداري و نيروي انتظامي مي تواند در كاهش وقوع جرائم نقش به سزايي ايفا كند. در اين راستا هدف از انجام اين پژوهش بررسي نقش طراحي محيطي در پيشگيري از جرم در محلات مختلف شهر قزوين و همچنين ارائه راهكارهايي به منظور بهبود شرايط اين محله است. پژوهش حاضر با رويكرد توصيفي- تحليلي و با استفاده از روش ميداني انجام پذيرفته است. يافته هاي پژوهش حاكي از آن است كه مي توان با ارائه الگوي مناسب و راهكار عملي مديران شهري را در ارتقاء امنيت اجتماعي شهروندان ياري نمود

The rapid growth of the urban population has caused many problems in cities, including the occurrence of various social anomalies, so that today the increase in crime threatens the security and well-being of citizens. Usually, criminal acts in parts of the city More happens. Because criminals are very careful in choosing a place and choose places for their criminal acts where it is possible to commit a crime with less risk and more speed. The same urban planners should pay special attention to the issue. Crime prevention through environmental design is one of the techniques that can help planners in this regard. Environmental security design emphasizes the appropriate design and effective use of the space and environment created to reduce criminal acts. The results of the research indicate that paying attention to the principles and indicators of optimal environmental design and the assistance of the municipality and law enforcement can play an important role in reducing the incidence of crime. In this regard, the purpose of this study is to investigate the role of environmental design in crime prevention in different parts of Qazvin and also to provide solutions to improve the conditions of this neighborhood. The present study has been done with a descriptive-analytical approach and using the field method. Findings indicate that the principles of environmental design for crime prevention in different parts of Qazvin have not been properly observed. Therefore, by providing a suitable model and practical solution, city managers can be helped to promote urban security.
