چكيده فارسي :
موتورسيكلت يكي از انواع وسايل نقليه موتوري است كه به علت ارزاني قيمت ، مصرف كم سوخت ، قابليت مانور بالا و فضاي كمي كه از معابر اشغال مي كند ، همواره در چرخۀ ترافيك از اهميت ويژه اي برخوردار بوده و مورد توجه و استقبال اقشار متوسط و كم در آمد و بخصوص جوانان قرار گرفته است ، به نحوي كه امروزه تعداد زيادي كارخانۀ موتورسيكلت سازي در سطح كشور ، در حال توليد انبوه هستند . با توجه به روند رو به رشد توليد ، همه ساله نيز بر تعداد آنها افروزه مي شود ، بدين ترتيب بخش عمده اي از فراواني وسايل نقليۀ موجود در كشور به موتورسيكلت اختصاص دارد . و اين در حالي است كه ضريب ايمني پايين موتورسيكلت و آسيب پذيري شديد راكبان آن در هنگام سوانح رانندگي درصد زيادي از تلفات و ضايعات ناشي از تصادفات را به آنان اختصاص مي دهد . از طرف ديگر فراواني تخلفات رانندگي و عدم رعايت مقررات راهنمايي و رانندگي از جمله عبور از چراغ قرمز ، حركت در خلاف جهت تعيين شده ، عبور از پياده رو ، عدم استفاده از كلاه ايمني ، رانندگي با موتورسيكلت فاقد پلاك ، رانندگي بدون داشتن گواهينامه رانندگي و ... توسط موتورسواران در كل كشور به خصوص در شهرهاي بزرگ ، اين وسيله نقليه را به وسيله اي مزاحم و عامل سلب آسايش و امنيت ترافيكي شهروندان تبديل نموده است .

Motorcycle is one of the types of motor vehicles that due to its low price, low fuel consumption, high maneuverability and small space it occupies, is always of special importance in the traffic cycle and is welcomed by the middle and low classes. Income, especially among young people, is so high that today many motorcycle factories across the country are mass-producing. Due to the growing trend of production, their number is increasing every year, so a large part of the abundance of vehicles in the country is dedicated to motorcycles. However, the low safety factor of the motorcycle and the severe vulnerability of its riders during traffic accidents account for a large percentage of casualties and injuries caused by accidents. On the other hand, the frequency of traffic violations and non-compliance with traffic rules, including crossing a red light, moving in the opposite direction, crossing the sidewalk, not wearing a helmet, driving a motorcycle without a license plate, driving without a driver's license and ... by motorcyclists all over the country, especially in big cities, has turned this vehicle into a nuisance and a factor of depriving the citizens of traffic comfort and security.
