عوامل موثر بر پيشگيري از تخلفات شناورهاي تفريحي در سواحل درياي خزر ( مورد مطالعه استان مازندران )

Factors affecting the prevention of violations of pleasure boats on the shores of the Caspian Sea (Case study of Mazandaran province)

شناورهاي تفريحي در سواحل مازندران زمينه‌ساز رونق و توسعه گردش‌گري و جذب مسافر در راستاي سياست‌هاي اقتصادي دولت هستند كه اين امر مورد توجه فرماندهي درياباني استان مازندران است. تخلفات شناورهاي تفريحي مانع مهم و اساسي خواهد بود تا اين بستر توسعه و رونق گردش‌گري به مسير افول و نابودي منتهي شود از اين‌رو هدف اصلي اين پژوهش شناسايي عوامل مؤثر بر پيش‌گيري از تخلفات شناورهاي تفريحي سواحل استان مازندران است. روش گردآوري داده‌ها در بخش كيفي از ابزارهاي مصاحبه ساختار‌يافته نظام‌مند و در بخش كمّي از پرسش‌نامه استفاده شد و روش تحليل داده به‌منظور بررسي نتايج پرسش‌نامه ضمن كد‌گذاري با استفاده از رايانه و نرم‌افزار اس‌پي‌اس‌اس در دو سطح آمار توصيفي و آمار استنباطي تجزيه‌و‌تحليل و سپس از آزمون‌هاي آماري استفاده شد. روش نمونه‌گيري به‌صورت خوشه‌اي – تصادفي ساده انجام گرفت. بدين منوال كه در زيرمجموعه درياباني مازندران تعداد پايگاه‌ها و سپس در هر پايگاه تعداد پاسگاه‌ها و ناوگروه‌ها مشخص و در نهايت تعداد نمونه به استناد جمعيت آن واحدها تقسيم و به‌طور اتفاقي برداشت شد. به‌منظور دست‌يابي به عوامل مؤثر بر پيش‌گيري از تخلفات شناورهاي تفريحي در سواحل درياي خزر، مصاحبه‌اي در راستاي شاخص‌هاي درياباني و شناوورها و ايستگاه‌هاي شناوري تهيه و از فرماندهان و رؤساي پايگاه‌ها، ناوگروه‌ها و پاسگاه‌هاي شناوري انجام پذيرفت كه بر اساس يافته‌ها، عوامل پيش‌گيري از تخلفات شناورهاي تفريحي در دو حوزه عوامل درون‌سازماني (دريابانان) و عوامل برون‌سازماني (مالكان و استفاده‌كنندگان از شناورها) مورد بررسي قرار گرفت. نتيجه اين‌كه پيش‌گيري از تخلفات و جرائم شناورهاي تفريحي در استان مازندران از تجميع عوامل درون‌سازماني و عوامل برون‌سازماني حاصل خواهد شد و اكتفاء به‌تنهايي به هر يك از عوامل درون يا برون سازماني در پيش‌گيري از تخلفات و جرائم شناورهاي تفريحي در استان مازندران كافي نخواهد بود. به‌عبارتي از نظر مخاطبان با اطمينان 95 درصد مي‌توان گفت كه عوامل درون‌سازماني (درياباني مازندران) و برون‌سازماني (مالكان و استفاده‌كنندگان از شناورها) هر دو بر پيش‌گيري از تخلفات و جرائم شناورهاي تفريحي در استان مازندران تأثير دارند.

Pleasure boats on the shores of Mazandaran pave the way for the prosperity and development of tourism and attract passengers in line with the government's economic policies, which is the focus of the Maritime Command of Mazandaran Province. Violations of pleasure boats will be an important and fundamental obstacle for this development and prosperity of tourism to lead to decline and destruction. Therefore, the main purpose of this study is to identify and prevent factors affecting the violations of pleasure boats off the coast of Mazandaran province. Systematic structured interview tools were used in a small part of the questionnaire and data analysis method was analyzed to evaluate the results of the questionnaire while coding using computer and SPSS software at two levels of descriptive statistics and inferential statistics. Statistical tests were used. The sampling method was simple cluster-random sampling in such a way that the number of bases in Mazandaran submarine subdivision and then in each base the number of checkpoints and fleets are determined and finally the number of samples is divided based on the population of those units and randomly Was harvested. In order to achieve the factors affecting the prevention of violations of pleasure boats on the shores of the Caspian Sea, an interview was conducted in line with maritime indicators and floats and floating stations and commanders and heads of bases, fleets and floating checkpoints were conducted. Commodities for the prevention of recreational boat violations were examined in two areas: internal factors (seafarers) and external factors (owners and users of vessels). Conclusion that the prevention of violations and crimes of recreational boats in Mazandaran province will be achieved from the combination of internal and external factors and only one of the internal or external factors in the prevention of violations and crimes of recreational vessels
