The Impact of the Taliban Government on the Security of the Eastern Borders of the Country from the Perspective of International Law with a View to the Sistan Region and the Issue of Helmand Water Rights

جنگ يكي از واقعيت هاي تلخ زندگي بشر مي باشد كه همواره انسانها را دچار تهديد وآسيب نموده است و درحال حاضر وقوع جنگ حيات بشري و كرامت او را بشدت متزلزل مينمايد، در اين راستاقصد داريم دراين مقاله وضعيت فعلي طالبان وپيامد هاي حكومت آنان را ازمنظر حقوق بين الملل با تاثير برامنيت منطقه و با نگرش موضوع حق آبه رودخانه هيرمند مورد بررسي قراردهيم مطالعات ما با پژوهش هاي انجام شده ميداني و كتابخانه اي نشان مي دهد طالبان كه خود را امارت اسلامي افغانستان مي‌نامند وهدف خودرا صلح دراين كشور وخروج نظاميان غربي ازافغانستان اعلام نموده اند، يك سازمان نظامي اسلامگراي ديوبندي متشكل از روحانيان مذهبي سني است. از لحاظ ايدئولوژيك، تفكر طالباني بر بنيادگرايي اسلامي مبتني بر قواعد و رسوم قوم پشتون است. يافته هاي تحقيق ونتيجه آن بيانگراينست كه با ايجاد دولت فراگير درافغانستان وهمچين پايبندي حاكمان فعلي اين كشور به عرف و قوانين بين الملل، اين كشور مي‌تواند پس از خروج نيروهاي نظامي غربي- خارجي بااداره دولتي متشكل از افغان ها نقطه عطفي براي ثبات در امنيت منطقه باشد.

Abstract : War is one of the bitter realities of human life that has always threatened and harmed human beings and now the occurrence of war on human life and its dignity is greatly shaken, in this regard, we intend in this article the current situation of the Taliban and the consequences of their rule Let us examine the impact of international law on regional security and the Helmand River water rights perspective. Deobandi is an Islamist military organization composed of Sunni religious clerics. Ideologically, Talabani's thinking on Islamic fundamentalism is based on the rules and customs of the Pashtun people. The findings show that with the establishment of an inclusive government in Afghanistan, as well as the adherence of the current rulers to international custom and law, the country could be a turning point for stability in the region after the withdrawal of foreign troops from the Afghan government.
