چكيده فارسي :
رفتار سياسي در زمان امان‌الله خان در امتداد رفتار سياسي حاكمان پيشين صورت گرفت كه با ارزش‌ها و بايسته‌هاي اسلامي در حوزه رفتار سياسي فاصله دارد. اين وضعيت به رغم ادعاي اصلاح‌طلبي وي و اسلامي بودن جامعه، مسئله‌ساز است. اين مسئله قبل از همه متوجه فرهنگ سياسي قبيله‌اي حاكم بر كشور است. زيرا كه رفتار سياسي متأثر از فرهنگ سياسي شكل گرفته و وجه غالب فرهنگ سياسي در افغانستان هم ماهيت قبيله‌اي دارد. لذا اين مسئله شكل مي‌گيرد كه فرهنگ سياسي قبيله‌اي چه تأثيري در توسعه‌نيافتگي سياسي- اسلامي رفتار سياسي در اين دوره داشته است. از درون اين مسئله اين پرسش اصلي شكل گرفت كه: نقش فرهنگ سياسي قبيله‌اي در توسعه‌نيافتگي رفتار سياسي- اسلامي چيست؟
در اينجا سعي شده است كه اين مسئله به صورت علمي بررسي شود، آن هم با روش تحليل تفهمي و روش گردآوري اسنادي (كتابخانه‌اي)؛ با در نظر گرفتن اين فرضيه كه فرهنگ سياسي قبيله‌اي به عنوان محرك ذهني امان‌الله خان و كارگزاران حكومتي وي در انجام رفتارهاي سياسي معطوف به منافع و مصالح قومي- قبيله‌اي، عدالت ستيزي، خشونت‌آميزي و بي‌بهره از قاعده‌پذيري عمل نموده و باعث توسعه‌نيافتگي آن شده است.
كاوش‌هاي صورت گرفته به اين يافته‌ها انجاميد كه اين فرهنگ باعث كسب، حفظ و گسترش خشونت‌آميز قدرت سياسي، حذف رقبا و مخالفين سياسي، غارت اموال و املاك دولتي، مردمي و مخالفين سياسي، توسعه نامتوازن، تغيير تركيب جمعيتي مناطق مسكوني اقليت‌هاي محكوم... شده است.

Political behavior during the time of Amanullah Khan took place along with the political behavior of the previous rulers, which is far from Islamic values and requirements in the field of political behavior. This situation is problematic, despite his claims of reformism and the Islamic nature of society. This issue is primarily concerned with the political culture of the ruling tribes of the country. Because political behavior is influenced by political culture and the predominant aspect of political culture in Afghanistan is also tribal in nature. Therefore, the question arises as to what effect the tribal political culture had on the political-Islamic underdevelopment of political behavior in this period. From this issue, the main question arose: What is the role of tribal political culture in the underdevelopment of Islamic-political behavior?
Here, an attempt has been made to study this issue scientifically, using the method of conceptual analysis and the method of document collection (library); Considering the hypothesis that tribal political culture acted as a mental stimulus for Amanullah Khan and his government agents in conducting political behaviors focused on ethnic-tribal interests, anti-justice, violence, and lack of regularity, and led to underdevelopment.
