چكيده فارسي :
ﻣﻘﺪﻣﻪ: ﺧﺪﻣﺖ ﻣﻘﺪس ﺳﺮﺑﺎزي در ﻧﻈﺎم ﺟﻤﻬﻮري اﺳﻼﻣﯽ اﯾﺮان از ﺟﺎﯾﮕﺎه ﺣﺴﺎس و ﮐﻠﯿـﺪي ﺑﺮﺧـﻮردار ﺑﻮده و ﺑﺎ ﺗﻮﺟﻪ ﺑﻪ ﺷﺮاﯾﻂ ﺳﯿﺎﺳﯽ و ﺟﻐﺮاﻓﯿﺎﯾﯽ اﯾﺮان و ﺑﺤﺮان ﻫﺎي ﻣﻨﻄﻘﻪ اي ، داﺷـﺘﻦ ﻧﯿـﺮوي ﻧﻈـﺎﻣﯽ و اﻧﺘﻈﺎﻣﯽ ﻣﺨﻠﺺ و ﻣﺘﻌﻬﺪ و ﺑﺎ ﺗﻮان ﻧﻈﺎﻣﯽ ﺑﺎﻻ از ﺿﺮورﯾﺎت اﺳﺖ. اﯾﻦ ﻣﻘﺎﻟﻪ در ﺗﻼش اﺳﺖ ﺑﺮ اﺳﺎس ﻣﺪل ﭘﯿﺸﻨﻬﺎدي ﺧﻮد ﻓﺮاﯾﻨﺪ ﻣﺸﮑﻞ ﯾﺎﺑﯽ ﺳﯿﺴﺘﻢ ﺟﺬب و ﺧﺪﻣﺖ ﺳﺮﺑﺎزي در اﯾﺮان را ﻣﻮردﺑﺮرﺳﯽ ﻗﺮار دﻫﺪ. روش: اﯾﻦ ﻓﺮاﯾﻨﺪ ﺑﺮ اﺳﺎس ﺗﺤﻠﯿﻞ ﻣﺤﺘﻮاي ﻗﻮاﻧﯿﻦ، ﻣﺼﺎﺣﺒﻪ ﺑـﺎ ﻣﺘﺨﺼﺼـﯿﻦ و ﺳـﺮﺑﺎزان، ﺗﺠـﺎرب ﺳـﺎﯾﺮ ﮐﺸﻮرﻫﺎ ﺻﻮرت ﮔﺮﻓﺘﻪ اﺳﺖ. ﺑﺮوﻧﺪاد اﯾﻦ ﻓﺮاﯾﻨﺪ ﺑﯿﺎﻧﯿﻪ ﺟﺎﻣﻊ ﻣﺸﮑﻼت ﭘﯿﺶ روي ﺳﺮﺑﺎزان در ﯾﮕـﺎن ﻫـﺎي ﺧﺪﻣﺘﯽ اﺳﺖ. ﭘﺲ از اﺳﺘﺨﺮاج ﺑﯿﺎﻧﯿﻪ ﻣﺸﮑﻼت ﭘﯿﺶ رو، در راﺳﺘﺎي ﻣﺸﮑﻞ ﮔﺸﺎﯾﯽ آن ﻗﺪم ﺑﺮداﺷﺘﻪ ﺷﺪه اﺳﺖ. ﻓﺮاﯾﻨﺪ ﻣﺸﮑﻞ ﮔﺸﺎﯾﯽ ﺑﺮ اﺳﺎس اراﺋﻪ راﻫﮑﺎرﻫﺎي ﻣﺒﺘﻨﯽ ﺑﺮ ﺣـﻞ ﻣﺸـﮑﻼت ﭘـﯿﺶ روي ﺳـﺮﺑﺎزان در ﯾﮕﺎن ﻫﺎي ﺧﺪﻣﺘﯽ اﺳﺖ؛ ﺗﺎ ﺑﺘﻮان ﺷﺮاﯾﻂ ارﺗﻘﺎء رﻓﺎه ذﻫﻨﯽ ﺳﺮﺑﺎزان در ﯾﮕﺎن ﻫﺎي ﺧـﺪﻣﺘﯽ را ﭘـﯿﺶ روي ﺗﺼﻤﯿﻢ ﮔﯿﺮﻧﺪﮔﺎن و ﻣﺠﺮﯾﺎن ﻗﺮار داد. ﺑﻪ ﻣﻨﻈﻮر ﺟﻤـﻊ آوري و ﺗﺤﻠﯿـﻞ داده ﻫـﺎ، از اﺑـﺰار ﻣﺼـﺎﺣﺒﻪ، اﺟﻤـ ﺎع ﮐﺎرﺷﻨﺎﺳﯽ )ﻓﻦ ﻃﻮﻓﺎن ﻓﮑﺮي( و ﺗﺤﻠﯿﻞ ﻣﺤﺘﻮا اﺳﺘﻔﺎده ﺷﺪ. ﯾﺎﻓﺘﻪ ﻫﺎ: ﻣﺸﮑﻼت ﺳﺮﺑﺎزان در ﯾﮕﺎن ﻫﺎي ﺧﺪﻣﺘﯽ ﺑﺮ اﺳﺎس ﮐﯿﻔﯿﺖ ﺗﺄﺛﯿﺮ و ﺑﺴﺘﺮ ﻣﺸﮑﻼت ﺑﻪ دو ﻗﺴـﻤﺖ ذﻫﻨﯽ و ﻋﯿﻨﯽ اﺳﺘﺨﺮاج ﮐﻪ ﻣﻬﻢ ﺗﺮﯾﻦ ﻣﺸﮑﻼت ﺳﻨﺨﯿﺖ ﮐﻤﯽ ﺑﯿﻦ ﻣﺤﻞ ﺧﺪﻣﺖ ﺳـﺮﺑﺎزان و ﺗﺤﺼـﯿﻼت آﻧﻬﺎ، ﮐﻢ ﺑﻮدن ﺣﻘﻮق درﯾﺎﻓﺘﯽ ﺑﻪ اذﻋﺎن ﺳﺮﺑﺎزان،ﮐﯿﻔﯿﺖ ﭘﺎﯾﯿﻦ ﺧﻮراك و ﭘﻮﺷﺎك، ﻋﺪم ﺗﺸﻮﯾﻖ ﺳﺮﺑﺎزان در ﺻﻮرت اﻧﺠﺎم ﻣﻄﻠﻮب وﻇﺎﯾﻒ ﻣﯽ ﺑﺎﺷﺪ. ﻧﺘﯿﺠﻪ ﮔﯿﺮي: ﺑﺮ اﺳﺎس ﯾﺎﻓﺘﻪ ﻫﺎ، اﯾﺪه ﻫﺎ و راه ﺣﻞ ﻫﺎي ﺑﻬﯿﻨﻪ در ﺧﺼﻮص ﻣﺸﮑﻼت ﻣﻄﺮوﺣﻪ ﺳﺮﺑﺎزان اراﺋـﻪ ﺷﺪ ﮐﻪ اﯾﻦ ﻧﺘﺎﯾﺞ در ﺟﻬﺖ ﺗﺤﻮل در ﻧﺤﻮه ي ﺧﺪﻣﺖ ﺳﺮﺑﺎزي ﮐﺎرآﻣﺪ و ﻣﻔﯿﺪ ﺧﻮاﻫﺪ ﺑﻮد
چكيده لاتين :
Introduction: Sacred military service has a sensitive and key position in the system of the Islamic Republic of Iran and considering the political and geographical conditions of Iran and regional crises, it is essential having a sincere and committed military and law enforcement force with high military capability. This article tries to research the problem-solving process of the recruitment and military service system in Iran based on its proposed model. Method: This process is based on content analysis of laws, interviews with experts and soldiers, experiences of other countries. The output of this process is a comprehensive statement of the problems facing soldiers in service units. After extracting the statement of the problems ahead, steps have been taken to solve the problem. The problem-solving process is based on providing solutions based on solving the problems faced by soldiers in service units; In order to put the conditions for improving the mental well-being of soldiers in service units before decision makers and executives. In order to collect and analyzing data, we have used the tools of interview, expert consensus (brainstorming technique) and content analysis. Findings: Soldiers' problems in service units based on the quality of impact and the context of the problems are divided into two parts, mental and objective. Soldiers are on duty if they perform well. Conclusion: Based on the findings, ideas and optimal solutions to the problems of soldiers were presented, which will be efficient and useful in order to change the way of military service.
